COMMENTS AND ISSUES RELEVENT TO <br /> SPECIFIC PARK AND FACILITY DEVELOPMENT <br /> Alton Baker Park -- $500,000: Zoned PL; West Alton Baker Park Plan has been publicly <br /> processes and administratively adopted; needs WG permit for proposed improvements. POS <br /> objective: Install boat landing facilities, paths, picnic facilities, playground apparatus and <br /> signage. <br /> Amazon Ball Fields -- $750,000: Zoned PL; has administratively adopted development plan; <br /> available for immediate development. The South Eugene Babe Ruth organization has received <br /> verbal permission to develop baseball fields at Amazon Park, to be formalized with a written <br /> agreement. After consulting with Recreation Staff, it was determined that baseball needed to be <br /> accommodated, but that only one field would fit at this site. An adult sized soccer field is also <br /> needed. Identified wetlands will be impacted, but there is a sufficient sized wetland bank in the <br /> park to mitigate the impact. The financial resource to create the lighted fields, described in the <br /> bond election information, will be used to increase softball play at other location(s). <br /> Arrowhead Park -- $240,000: Zoned R1 (not confirmed); no planning to date; needs CUP. POS <br /> goal: General park development over 2.97 acre parcel with sufficient open turf for youth soccer. <br /> Awbrey Park -- $80,000: Zoned AG; no approved development plan; <br /> POS Goal: Construct 10' wide path between central part of park and pedestrian easement at <br /> northeast corner of park; connect restrooms to sanitary sewer; upgrade playground. Path will <br /> cross Flat Creek (and require permits). <br /> Bethel Community Park -- $1,600,000: Zoned R1; CUP approved. Bambino Baseball group has <br /> been given the center of the park to develop a baseball complex. City is committed to building <br /> surrounding support facilities -- parking, irrigation well, etc., along with other general park <br /> improvements. A wetland and surface drainage swale cross the southern portion of the park. <br /> The developer to the east (Michael Foote) has been asked to construct the full width street, half <br /> of which will be paid for by the City. Construction expected in summer `99. Development of <br /> the east side of the park will appropriate by the summer of 2000. One or two athletic fields <br /> should be included in the first phase of development. <br /> Brewer Park -- $75,000: Zoned RA; CUP obtained in 1981 based on the current plan, judged valid <br /> and not needing change. The playground, basketball court and main connecting path to the south <br /> were initially constructed. Turf, tree plantings and irrigation remain. The site is not suitable for <br /> youth athletics. <br /> Candlelight Park -- $500,000: Zoned AG; no development plan; needs rezoning and CUP before r <br /> development. A POS objective is to get two softball and one soccer field developed. There not <br /> an expectation to develop the whole park with bond funding. SD funds could lead to greater <br /> development. There has been discussion about relocating the park north according to the Eugene <br /> Parks and Recreation Plan. There is potential to incorporate open drainage channels (storm water <br /> funding) into the park and reconfigure it for additional open space, storm water and pedestrian <br />
