The development of the multi -use athletic fields represents a significant investment of public <br /> resources. As such, the City of Eugene is committed to involving the community in decision - <br /> making. <br /> B. Residents who are directly adjacent neighbors to each of the four project sites are recognized as <br /> primary stakeholders. They will be provided with opportunities to participate throughout the <br /> planning process. <br /> Home Devaluation <br /> The project will seek to maximize the benefits to the community as a whole. At the same time, <br /> impacts to individual residents must be minimized. Including neighbors in the design process is the <br /> best way to ensure that potential negative impacts are identified early, avoided when possible, and <br /> mitigated as needed. <br /> Parking <br /> • The development will have to comply with City of Eugene Land Use Code parking <br /> requirements. <br /> • One project goal may be to maximze the use of alternate modes of transportation and reduce <br /> automobile use. <br /> Wetlands <br /> • To date, no jurisdictional wetlands, i.e., National Wetlands Inventory (NWI) have been <br /> identified on this site (checking with PWE, Neil Bjorklund). <br /> • In the event the site is found to have wetlands, the development will have to comply with <br /> local, state (Oregon Division of State Lands), and federal (Army Corps of Engineers) wetlands <br /> regulations. <br /> Livability <br /> • The availability and accessibility of diverse parks, recreation, and open space facilities is a <br /> significant component of livability. <br /> • The development of the multi -use fields is a response to community concerns regarding the <br /> lack of adequate places for youth to play soccer, softball, baseball, and football. <br /> Noise <br /> This issue will need to be addressed with both the design and management of the fields. Design <br /> considerations to include: <br /> • Distance from residences; <br /> • Buffers such as fences, berms, and /or significant vegetation; <br /> • Location and type of sound system; and <br /> • Pedestrian and vehicular traffic patterns. <br /> Management considerations will include event scheduling, use of sound system, and establishing noise - <br /> based rules and regulations. <br /> Andrea G.
