Review Order of Magnitude ROW <br /> • Acquisition costs are order of magnitude costs and only include value of land from tax assessor's <br /> database provided by LCOG. <br /> • The order of magnitude right -of -way costs are presented by alternative. <br /> • The estimates are not for the full length of the alternatives but only for the segments between <br /> Garfield St and Sam Reynolds St. <br /> • The 11th Avenue proposal includes property (such as sidewalks) shown on this map. <br /> Metro Waterways Study <br /> • City, LCOG, EWEB, USACE, and Lane County are partners in the study, which is a multi -year study to <br /> identify problem areas and opportunities related to the function and health of the waterways. <br /> • The study includes the entire watershed and looks at flood protection, drainage, wildlife and habitat <br /> conservation, water quality, open spaces, and recreation and educational opportunities. <br /> Enhancement projects are designed to fix identified problems and improve overall conditions. <br /> • The first phase of the study focused on the Amazon Creek watershed; however, the project is on <br /> hold due to funding and USACE is in the process of determining the most appropriate environmental <br /> review. The City hopes to have the Programmatic EA completed by the end of 2009. <br /> • Local sponsors can choose projects from projects approved through the programmatic EA. <br /> • The Programmatic EA evaluates replacing bridge crossings and improved bike / pedestrian <br /> underpasses, and widening the channel and increasing floodplains. There are multiple goals for the <br /> projects, which include (among others) bank stabilization (which is a key challenge), decreasing <br /> temperature through shading, increasing habitat and flood control. <br /> • There are not many options for stabilizing banks around residential properties experiencing <br /> sloughing: soil removal and replacement is not the best option, using bio- engineering techniques <br /> and trying to avoid property acquisitions. <br /> • The Nature Conservancy has done some work to identify the historic channel but has not had much <br /> luck in finding information. The Amazon Channel area is believed to have been massive floodplains, <br /> wetlands and ponds but it is significantly degraded and modified from its past. <br /> • The City is interested in widening crossing spans at City View and Bailey Hill. Each span creates <br /> constrictions. They don't all fail in the future but it is to everyone's benefit to improve them before <br /> there is a failure. These spans were selected based on "opportunity ". <br /> Objectives of an Integrated Design <br /> • LTD is interested in finding common objectives and opportunities. <br /> • Clarification was given to the amount of required right -of -way for median stations, which have a <br /> larger footprint and require more right -of -way than a station located next to the sidewalk. <br /> Review of Maps and Documents <br /> • The design avoids the floodway and is trying to avoid floodplains. <br /> West Eugene EmX Extension DEIS Amazon Alignment 02.20.09 Work Session Meeting Notes 3.5.09 IP 2 <br />
