• Where the available area is tight on the bank, LTD would build in the floodway if there are no other <br /> alternatives. LTD understands the regulations and requirements about not constricting the <br /> floodway. Areas of concern include just west of Oak Patch and it is very restricted at the HOA near <br /> Garfield. <br /> • LTD is trying to avoid steep slope areas. <br /> • Based on data from the City and the Oregon State Historic Preservation Office (SHPO), there are <br /> National Register and SHPO sites within the corridor, however there are no sites located within the <br /> Amazon alignment currently under consideration. <br /> • Generally, structures 45 years old or older are regulated but LTD is looking at a 50 year window <br /> because it takes years to complete the environmental review and LTD wants the Section 106 <br /> analysis to be current at the time of the federal decision <br /> • Most of the parcels in this area have no construction date data. LTD is currently conducting an <br /> inventory to determine potential Section 106 resources and is coordinating with Oregon SHPO. <br /> • There is a parcel abutting the area that is owned by the Confederated Tribes of Siletz Indians. <br /> • LTD reviewed hazardous materials information from EPA's EnviroMapper web site, which may not <br /> include the full range of sites or concerns that would be identified with a hazardous materials <br /> investigation of local, state and federal databases. It gives a preliminary review of sites known to <br /> EPA and there are a number of sites along the corridor that are listed in EPA's database. <br /> Review City's Issues and Opportunities Map <br /> • Several City staff reviewed the alignment roll map and identified key issues and recommendations. <br /> However, it is important to note there was no review by other City personnel and this is not a City <br /> recommendation. <br /> • Two key elements considered are Natural Resources Values and Recreational Values. <br /> • Removing the bike path at the east end, results in a loss of the entire creek corridor recreational <br /> experience. <br /> • City would prefer expanded habitat / visual amenity experience in the EmX facility. For example, <br /> where EmX is close to the top of bank include a visually effective buffer of native plants, maybe 20- <br /> 25ft. Use native trees and shrubs for drier sites <br /> • This buffer would screen EmX from users and could also integrate shading required by the city code. <br /> Important to have both high and low canopy features along the entire creek <br /> • Along the north side of Berkeley Park there are some opportunities. <br /> • LTD could add the "missing link" to Berkeley Park or acquire "missing link" to nearby wetlands. <br /> • Past Acorn Park Street, LTD could build a pedestrian / bike bridge near the low- income housing <br /> project. <br /> • Do not know if Richardson Bridge be moved; it might be a historic bridge. <br /> • The City needs solutions where bikes and pedestrians cross the EmX line. <br /> • The EmX alignment needs to be as straight as possible, because curvier alignments slow the system. <br /> • The Rexius area provides enhancement opportunities to widen the channel, install plantings and <br /> shading, and build parklands. These improvements would need to occur with the alignment. <br /> • The wetlands area west of Rexius provides a mitigation opportunity for wetlands affected by 13th <br /> extension alignment.
