Another <br /> 90% of design occurs after DEIS. 30% conceptual design is prepared for FEIS, which allows for <br /> mitigation commitments. <br /> • Locally Preferred Alternative (LPA) process will start about one year from now. <br /> • Draft Environmental Impact Statement (DEIS) will have a 60 -day public comment period. <br /> • LTD is seeking competitive 5309 funds and cost effectiveness is a key criteria for being competitive <br /> • Project schedule requires closure on all design within the next 2 -3 months <br /> • If a project uses Federal funds it must prove no prudent and feasible alternative to use of a public <br /> park (Section 4(f)). The test is high and not well defined.
