Mr. Lyle said that plans for abandonment of existing utilities and removal of <br /> existing street improvements within the cul -de -sac should be provided to the <br /> City. <br /> Mr. Lyle stated that it had not yet been determined whether the City or DEQ <br /> would be doing erosion control inspections. <br /> Mr. Strecker suggested that it would be helpful to review plans for control of <br /> winter runoff from construction material. <br /> Mr. Lyle noted that there were code requirements about urban forest tree <br /> removal. Mr. Medlin explained that a permit was required if more than five <br /> trees larger than eight inches in diameter at breast height were removed and <br /> that a neighborhood notification process was required if more than 11 trees <br /> were removed. <br /> Mr. 011ek suggested that a plant salvage program might be included in the <br /> mitigation plan of the project. <br /> Mr. Sabin stated that plans for relocation of Pitchford Avenue were being <br /> discussed and would be included in appropriate permit applications. <br /> In response to a question from Mr. Elder, Mr. Lyle suggested that it would be <br /> possible to consider using the cul -de -sac of Willow Creek Circle as a storage <br /> site for initial construction material on the issuance of "permit 404." <br /> Mr. Strecker reported that permits were required for washing of construction <br /> vehicles. <br /> Mr. Lyle distributed copies of a flow chart entitled "Water Resource Team <br /> Stormwater /Wetland Review and Approval Process." Privately Engineered Public <br /> Projects would be submitted directly to Charles Nordgaard. All other submit- <br /> tals would be accepted at the Permit and Information Center through normal <br /> intake processes. Denny Hellesvig, Building Official, is responsible for <br /> overall permit review, coordination of individual review submissions and <br /> initial contact for permit review issues. <br /> B.
