II. DISCUSSION OF DRAINAGE ELEMENTS A. Erosion Control Mr. Lyle stated that it was anticipated that a plan to mitigate down stream effects of excavation would be submitted. He asked that information about the erosion control plan of the project be provided to determine if a stormwater sewer line needed to be constructed earlier than planned. He recommended that a by pass be included in the stormwater pond system to avoid the need for them to be flushed out. Mr. Lyle raised questions about plans to control vehicle movement during construction to reduce impact on wetlands. Mr. Peebles stated that the concerns were addressed in early submissions and in responses to the DEQ. He said that additional information would be provided to the City. In response to questions of Mr. Alverson, Mr. Sabin noted that tests had determined that arsenic, lead, and chromium would not be leached into ground- water when disturbed by construction. He said that the information had been provided to the DEQ. In response to questions of Mr. 011ek, Mr. Peebles said that plans for movement of construction vehicles and placement of the excavation stockpile were being developed and would be provided to the City. Mr. Peebles stated that determination of whether separate permits could be issued for the planned construction staging area would be advantageous. Mr. Lyle stated that since the parcel would be leased, the separate permit would be required. Mr. Mills was identified as the City contact person with whom issues relating to off -site right -of -way development should be discussed.
