Ms. Cahill convened the meeting. She explained that the purpose of the meeting was to provide an overview of the Hyundai - Willow Creek project and discuss its drainage elements. She asked all present to introduce themselves. I. PROJECT OVERVIEW Mr. McGuire provided a summary of the items to be considered in the meeting and said that it was his hope that a list of conditions and concerns that could be used to prepare final construction plans would be developed during it. Mr. Williams discussed requirements of the Oregon Department of Environmental Quality (DEQ) in its issuance of conditional water quality certification for the 404 wetlands permit for the project. He referred to schematic site drawings to explain the relationship of intended construction to existing wetlands. He described a ten -acre construction staging area to be developed and stated that it was understood that code compliance was required for it. Mr. Peebles explained grading and parking issues involved with the project. Mr. Lyle described off -site road improvements planned in conjunction with the project. Mr. McGuire distributed a packet of material about concepts of the preliminary drainage plan for the project. He reviewed its descriptions of stormwater wet ponds, dry extended detention ponds, and wet extended detention ponds. The following concerns were raised in the discussion which followed: • Response times available to invoke procedures for containment of hazardous material spills provided by storm water ponds will be provided to the City. • Containment facilities will be designed to hold larger capacities than could be released during possible peak flows. • Catch basins will include traps and sumps. • Piping systems will meet plumbing code standards.
