— 2 — January 2, 2003
January: - Acquire Insurance, submit to Parks Dept.
- Resolve alcohol issue*below
January /Early February: - Negotiate loose ends with Parks Dept, seek official approval.
-We will be filing a non -profit group called "Emerald Empire Hempfest"
February: - Submit a second draft site plan and written details to Parks Dept.
Onwards: - Continue to update Parks Dept. with any changes
Entertainment:
We have no entertainers blocked in at this time, nor have we named a sound provider. Tentatively we
would like to have entertainment at the main stage (See Site Map, North End, faces south) using amplified
sound from 11 am to 11 pm. This stage would be rented and have to be pieced together from trucks sitting in
the parking lot. Plywood could be laid down during construction or for lift- machines. I'm dedicated to working
with the stage crew to make sure turf damage from the stage will be minimal.
The smaller stage will be for public speakers, and comedians during main stage setups. This smaller
stage will use some amplified sound as well. A handicapped only entrance should be incorporated between the
two stages for easy access instead of having to go all the way around (See Site Map). We are willing to negotiate
this entertainment schedule with the Parks Department itself and /or the City of Eugene, as time goes forth,
and enforce the whatever agreement we come to.
Special issues:
Vendors
We plan to make revenue for an event the following year through vendors. We will work diligently to make sure
vendors are within state - health compliance laws. Our concept for organization is to have the vendor rows in
categories with food booths on the ends. A truck tender will potable water will be in the parking lot nearest the
middle of the vendor rows.
Bathrooms
We envision the temporary road and turn around near the shelters to have the bulk of the porta- potty's - since
here they could be serviced during the event if needed. It also could be an option for the vendors to load here
as well. I need to talk to the Park Dept. to find out how bathrooms in the other areas can be serviced by truck
the day before and after. Foot -pump wash stations will be used next to porta - pottty's. A small hand washing
trailer with sinks, mirrors, and hot water would be extra nice.
Medical Marijuana Patients
Legal Oregon Medical Marijuana patients will need a place to use medicine "out of public sight." We
propose a tent -like structure in the back nestled between the trees as the location for this `medication station.'
We are willing to negotiate the location.
Alcohol
We for the most part are against alcohol, but feel it should be a part of the festival, and a vendor could produce
significant revenue. I'm currently communicating with the Wild Duck Brewery on having the brewery be the
single alcohol vendor- in a safe location, and in a cordoned off "garden" if necessary.
