January 1, 2003 DRAFT A
City of Eugene
Public Works
1820 Roosevelt Blvd.
Eugene, OR 97402
Dear City of Eugene Parks Department:
SUBJECT: EMERALD EMPIRE HEMPFEST 2003 APPLICATION
Free One -Day Event: Saturday, July 19th, 2003
Something has been missing in our community for several years... A Hempfest, run by a group of
community members for non -profit that are dedicated to providing successful and safe event for all with the
support of the community. We seek to carefully nurture a one -day event, that if successful would be able to
return and grow the following year After much debate over the last several years we truly believe that this type
of event should be carried out in a public park, under the eyes of public and community support or scrutiny,
not on private property. We have chosen to apply to run the event in this section of Alton Baker because of the
success of Art In the Vineyard, and associated factors like parking, electricity access, some shade, and the use
of the shelters.
Currently individuals from at least three local pro -hemp organizations are involved in the planning of
this event. Some of us run our own businesses. Some of us have been event vendors, or volunteers. I'm an
Oregon native in my fourth -year at the UO. We admit none of us have festival event management experience.
However, we expect to work with more community members soon with experience soon, as well as pick up
additional sponsors. We realize the small army of volunteers that will be needed as well. We have already raised
the money required for the fees that accompanied this application and the insurance that we will be acquiring
this month of January. We do realize other fees from the Parks Department will occur for running this event at
Alton Baker Park in the upcoming months and are preparing for that.
Goals:
• Attract at least 2,500 vendors, entertainers, and attendees from across the West Coast for a free one -day event in Alton
Baker Park, recognizing that the park is a community park in the heart of Eugene that is used year-round and
minimize disturbances and impacts to the site.
• Through vendors, speakers, movies, and live music entertainment, raise awareness and support of a multitude of
marijuana and industrial hemp issues.
• Create and maintain positive relationships with everyone involved- the City of Eugene, The Eugene Po/ice Department,
news sources, vendors, entertainers, and attendees. Manage the event within all local and state laws, and within health
regulations
Insurance:
We are buying insurance from the K & K Insurance Group, Inc. (as preferred by the City of Eugene
Recreation Services), or other recognized company or policy the second Week of January. We are purchasing
insurance per head of attendees for a `Type II' Event Type. We expect to submit the insurance policy no later
than January 31st, 2003. We will first purchase a policy for 2,500 people and we would like to have the option to
buy insurance for additional attendees if compelled to do so.
Tentative Dates:
1711 PATTERSON, APT #6
EUGENE, OR 97401
541 - 606 -5690
id /.
