AMZNLTD2.MMO Page 2 <br /> March 1983 - Staff prepared a plan entitled "Preliminary General Plan-- Amazon Park" in response to the <br /> fact that major changes had recently been made to the park with the Hilyard and 30th Avenue widenings. <br /> 29th Avenue had been removed, and a major bus stop had been added. Lane Transit had approached the <br /> City about expanding the bus transfer area. This plan was an update to earlier plans showing the new <br /> street pattern, and proposals for the LTD facility, park- related parking at 29th Avenue (then not tied in <br /> with LTD as a park -and -ride), as well as proposals for new paths, athletic fields, playgrounds, and <br /> extensions of paths and parking in other locations. <br /> c. March 1984 - Parks Planning staff called for public comment on a several proposals for facility <br /> development in Amazon Park. A bus transfer facility and adjacent parking area were specifically listed <br /> with a couple other items in the announcement for the meeting. We prepared a text for the <br /> announcement and recall that it was used in a press release announcement, and either in a direct mailing <br /> or neighborhood newsletter. <br /> The March 1983 plan was presented at the meeting and met with citizen approval to the extent that there <br /> was no need expressed to revise it and return for more comment. The staff presentation at the meeting <br /> explained the need to develop an entrance to the park on the west side, the value of providing parking in <br /> the park (as opposed to people parking on residential streets), and the value of supporting alternative <br /> modes of transportation (bicycles and public transit). The original and copies of that plan are on file. <br /> c. 1985 -- 1986 - LTD commenced planning toward implementation of the transfer station. At some <br /> point in their process they asked about our park planning process and the public's opportunity to have <br /> input into the plan. We assured them that this proposal had been included in the previous meeting <br /> announcement, and that the public's involvement was as described above, and that there were no <br /> negative comments received. <br /> The parking area, shown in the 1983 plan, was not yet proposed for funding by LTD as a park- and -ride <br /> facility. Park planners had included parking for park patrons in this and previous plans to serve those <br /> recreating in this part of the park, particularly those arriving by car from the west. <br /> April 1, 1986 - Lease signed allowing LTD use of the area for transfer station purposes. <br /> May 1986 - TransPlan was adopted. The 29th and Amazon facility was specifically mentioned. The <br /> example of a typical transit station with park- and -ride design shown in the planning document uses the <br /> design developed for 29th and Amazon. <br /> Summer 1986 - Transfer station constructed. <br /> c. 1987 - 1994 - The City attempted to secure capital funding for restroom building that would also <br /> house the LRAPA air sampling equipment and be funded by LRAPA, LTD (to serve their bus drivers) <br /> and the City. The City budget never had the capacity to fund its share, leading to LTD's initiative to <br /> build their own restroom in the fall of 1996. <br /> c. 1991 - LTD expressed interest in constructing the parking area entirely with their funding on the <br /> premise that it would encourage more bus ridership and relieve downtown parking congestion.
