Proposal for shared parking facilities at Autzen Stadium <br /> July 1995 <br /> Page 3 <br /> The East Alton Baker Park Plan would reduce by 425 cars the amount of <br /> parking available at the Stadium. <br /> It is first important to understand that the current level of parking available <br /> at the Stadium is far from generous. A 1988 survey, performed as part of the <br /> University's efforts to establish a master plan for the Stadium, found that of <br /> the 44,425 fans attending a capacity event (the Washington game) only 16,000 <br /> or 36% of the total attendees actually were able to park in the Stadium's lots <br /> (5,332 vehicles, assuming three occupants per vehicle). The remaining 28,425 <br /> attendees parked elsewhere and walked or arrived by LTD or Charter buses. <br /> For comparison, if the Stadium were built new today, City of Eugene parking <br /> codes would require the construction of 9,090 spaces — almost twice the <br /> amount currently available. <br /> It is likely that an unpleasant side effect of the proposed reduction in parking <br /> would be the increase of illegal parking in residential neighborhoods around <br /> the Stadium. A further negative side effect (although less easy to predict) <br /> could be a decline in attendance at Stadium events due to lack of parking. <br /> Beyond creating funding difficulties for University- sponsored Stadium <br /> events, the reductions in parking supply could make the venue less attractive <br /> to others who currently rent the stadium. The economic impact of these <br /> events on the community should not be overlooked. Several years ago the <br /> Register -Guard estimated that out -of -town visitors to a Washington football <br /> game spent in excess of one million dollars in the community during their <br /> stay here. <br /> These problems indicate a need to revisit the current agreements and an <br /> opportunity to extend the mutually beneficial sharing of resources around the <br /> Stadium. <br /> Proposed Agreements for shared use of parking facilities in and around the <br /> Autzen stadium parking lot. Each of the proposed options assumes that the <br /> University and County complete the land transactions related to the Parkway <br /> right -of -way and the lands south of the Parkway and that the City gains title of <br /> these lands from the County. <br /> Option A (Current agreement extended ten years with addition of University <br /> sharing with City the net revenues from parking on park land and cleaning <br /> those area after use) <br />
