Transfer all lands beneath and south of Leo Harris Parkway to County for <br /> use as Leo Harris Parkway and for use by County as mitigation for park <br /> land converted from park use to Parkway use. <br /> 2. Allow use of Stadium lot for recreational parking, provided that such <br /> parking is not on Stadium event days and that the University is notified <br /> in advance of events that will use such parking. <br /> 1992 Agreement between City and County for Leo Harris Parkway <br /> County agrees to <br /> 1. Construct Parkway. <br /> 2. Obtain land from University for right -of -way. <br /> 3. Obtain land from University to exchange for park land converted to <br /> Parkway so that park does not suffer a net loss of park land. <br /> City agrees to <br /> 1. Assume ownership, operation, and maintenance of Parkway once <br /> construction and land transfers are completed by County. <br /> 1992 Agreement between City and County for City acquisition of East Alton <br /> Baker Park <br /> County agrees to <br /> 1. Complete land transactions related to Leo Harris Parkway. <br /> Current Status /Problems <br /> During the creation of the East Alton Baker Park Plan, it was discovered that <br /> some aspects of the agreements relating to the construction of Leo Harris <br /> Parkway had not been completed. Specifically, the land on which the <br /> Parkway was constructed is still owned by the University, and the transfer of <br /> lands south of the Parkway has not been completed. <br /> Of particular concern to the University is a proposal within the East Alton <br /> Baker Park Plan to eliminate Stadium - events parking in the areas south of <br /> the Parkway. Additionally, the current practice of allowing parking in the <br /> Stadium parking lot for events held in the Cuthbert Amphitheater is not <br /> covered by an agreement between the University and the City. <br /> The cultural events at the Cuthbert Amphitheater and Autzen Stadium are <br /> valuable to the community and the need to allow access to these events is self <br /> evident. Continued support of these events requires that an amount of <br /> parking appropriate to the transportation needs of their attendees be supplied. <br />
