July 1995 <br /> Proposal for shared parking facilities at Autzen Stadium <br /> between the City of Eugene and the University of Oregon <br /> Summary <br /> This document sets forth a number of possible agreements between the <br /> University of Oregon and the City of Eugene to formalize and continue the <br /> shared use of existing parking facilities both at Autzen Stadium and within <br /> Alton Baker Park by the University and the City. <br /> Background <br /> Beginning with the construction of Autzen Stadium in 1969, a series of <br /> intergovernmental agreements between Lane County and the University of <br /> Oregon resulted in the transfer and /or sharing of land in Alton Baker Park <br /> and the Stadium parking lot for the benefit of the public. Past improvements <br /> that have been the subject of these agreements include the Autzen <br /> Footbridge, the Park's waterway, the WISTEC Museum, the Cuthbert <br /> Amphitheater, the BMX track, and the Stadium itself. In each instance an <br /> attempt was made to maintain constant levels of available parking for the <br /> Stadium. One of these exchanges included the Oldham Slough area which, <br /> because of the nature of the area, has not been usable for parking. A map <br /> summarizing these exchanges is attached (Figure 1). <br /> The two most recent agreements between the County and the University <br /> (1982 and 1992) established the basis for the current shared use of the area. <br /> Additional agreements between the City and the County relate to the <br /> construction of Leo Harris Parkway and the transfer, as a result of the golf <br /> course election a few years ago, of County parks land to the City. <br /> 1992 Agreement between County and University <br /> County agrees to <br /> 1. Allow use of area "A" for parking until January 1, 1997 and consider a <br /> request from University to extend this agreement. <br />
