Shawn Boles supported the council decision on the West Eugene Parkway. Speaking directly to <br /> Mayor Torrey, he raised concem over support of projects that caused urban sprawl. <br /> Councilor Kelly thanked the BMX bikers for their testimony. He asked the City Manager for more <br /> information about a facility in Eugene and expressed a desire to explore the issue. <br /> Speaking to the issue of ward redistricting, Councilor Kelly was in favor of the idea of having <br /> neighborhood leaders represented during the process. <br /> Councilor Nathanson also thanked the BMX bikers for their comments. She said that such a <br /> facility was a need that had not been identified during the preparation of the Parks and Open <br /> Space bond measure. <br /> Councilor Rayor called for a memorandum from the City Manager regarding river bank pollution. <br /> He also thanked the BMX bikers for their testimony. <br /> II.CONSENT CALENDAR <br /> A. Approval of Council Minutes of January 10, 2001 <br /> B. Approval of Tentative Working Agenda, January 18, 2001 <br /> C. Resolution 4658 calling for a public hearing regarding withdrawal from special <br /> districts 2000 <br /> D. Resolution 4659 acknowledging receipt of the City of Eugene, Oregon, <br /> Comprehensive Annual Financial Report for the fiscal year ended June 30, 2000 <br /> E. Regional Parks and Open Space <br /> F. Downtown Neighbors Association Charter <br /> Councilor Taylor, seconded by Councilor Nathanson, moved to approve the <br /> items on the Consent Calendar. <br /> Regarding the minutes of January 10, 2001, Councilor Nathanson noted that the council had <br /> convened a public session after its executive session and took a vote. <br /> Councilor Nathanson expressed a desire to reschedule the approval of the tentative working <br /> agenda. <br /> The motion passed unanimously. <br /> III.ELECTION OF CITY COUNCIL OFFICERS <br /> MINUTES — Eugene City Council January 22, 2001 Page 5 <br /> Regular Meeting <br />
