r , <br /> discussed at the meeting of the CPC at which any action is being taken. <br /> Proxy voting is not allowed, although it a member cannot attend a <br /> meeting, they are encouraged to pass along comments to another <br /> committee member. <br /> Section 7. <br /> Any time a vote is taken, all members present shall record his /her vote. <br /> Abstentions may be made but members must state the reason(s) for <br /> abstaining and this information will be included in the minutes or record. <br /> Section 8. <br /> A meeting quorum shall consist of eight members. All actions taken by <br /> the CPC shall require a voting quorum of eight members or in the case of <br /> committee vacancies, fifty percent or more. The committee will strive for <br /> consensus in its decisions but will accept decisions made by a majority <br /> vote of those members present if a consensus could not be reached. If <br /> consensus is not possible, the committee needs to agree that a sufficient <br /> effort to reach agreement has been made before accepting the majority <br /> vote. <br /> ARTICLE IV. COMMITTEE MEETINGS AND PUBLIC INPUT <br /> Section 1. <br /> All members shall receive advance written notice of regular meetings or <br /> special meetings where action is to be taken. <br /> Section 2. <br /> All committee meetings shall be open to the public. The Register Guard <br /> and Springfield News shall be notified of any committee meetings. <br /> Section 3. <br /> At the beginning of each meeting, the Chair, with the support of the <br /> committee, will ask for approval of the agenda and general time limits for <br /> each agenda item. <br /> Section 4. <br /> At the beginning of each meeting members of the public will be provided <br /> an opportunity to introduce themselves and to identify their concerns. The <br /> chair may also recognize public input at anytime during the meeting <br /> consistent with time constraints and the agenda. Members of the public <br /> shall be encouraged to clearly identify issues they wish to have the <br /> committee address and to provide copies of any relevant printed materials. <br /> The committee may advise the chair concerning whether and how much <br /> public input to allow at the meeting. <br /> ARTICLE V.
