undertake other work assignments or duties as requested by the Eugene <br /> City Council or Willamalane District Board of Directors. <br /> ARTICLE III. MEMBERSHIP AND VOTING <br /> Section 1. <br /> The East Alton Baker Park Citizen Planning Committee shall consist of 15 <br /> voting members appointed by the Eugene City Council and Willamalane <br /> Board of Directors. The Eugene Mayor and District Chair shall forward <br /> nominations to the elected officials. All members shall be determined by <br /> the Council and Board to have demonstrated an interest in maintaining and <br /> enhancing the passive recreational qualities of East Alton Baker Park. <br /> Section 2. <br /> Members shall serve three year terms. Members are limited to two <br /> consecutive three year terms. When the CPC was formed, five of its <br /> members were appointed to serve until 12- 31 -94, five were appointed to <br /> serve until 12- 31 -95, and five were appointed to serve until 12- 31 -96. <br /> Section 3. <br /> A vacancy on the committee shall be filled as stated in Article III, Section <br /> 1 except the list of applicants shall initially be considered those identified <br /> as alternates for the committee. If no alternates are available to serve then <br /> a new recruitment process will be undertaken to create a list of applicants <br /> for consideration. <br /> Section 4. <br /> Members are expected to attend all quarterly meetings, and be active <br /> participants in at least one subcommittee. A member who is absent for <br /> two scheduled quarterly meetings without having been excused by the <br /> CPC chair shall be requested to resign from the committee. If the member <br /> does not agree to submit a resignation, the chair shall inform elected <br /> officials of the jurisdiction from which the member was appointed that it <br /> would be desirable to replace that member with someone who is able to <br /> regularly attend quarterly meetings. <br /> Section 5. <br /> All members shall serve without compensation, but shall be reimbursed <br /> for duly authorized expenses. <br /> Section 6. <br /> Each voting member is entitled to vote at all meetings, except that a <br /> member shall not vote or take part in discussion as a member when there <br /> is a conflict of interest. A member shall have a conflict of interest when <br /> action to be taken can confer a significant economic benefit or impose <br /> significant economic loss to the member.
