f BY -LAWS East Alton Baker Park Citizen Planning Committee Adopted on July 26, 1993 Amended Spring of 1997 Amended Spring of 2003 ARTICLE I. ESTABLISHMENT The East Alton Baker Park Citizen Planning Committee (CPC) was established by an intergovernmental agreement signed by the cities of Eugene and Springfield, Lane County and the Willamalane Park and Recreation District by March 2, 1993. The intergovernmental agreement acknowledged the broad goals set forth in the East Alton Baker Park Charter Amendment (Ballot Measure 20 -01 November, 1992) including the establishment of a citizen planning committee. ARTICLE II. POWERS AND DUTIES Section 1. To develop a plan to determine the appropriate mix of passive recreational uses for East Alton Baker Park. To prepare a plan that is consistent with the broad direction contained in the intergovernmental agreement, East Alton Baker Park Lane County Charter Amendment, and any further direction from the Eugene City Council and Willamalane Board of Directors. Section 2. To periodically provide progress reports to the Eugene City Council, Willamalane Board of Directors, and other interested groups. Section 3. To solicit views from the general public concerning the draft plan, especially at critical stages of the planning process. Section 4. To recommend to the Eugene City Council and Willamalane Board of Directors approval of a plan for East Alton Baker Park and to provide recommendations concerning any needed changes to the Alton Baker Park Master Plan or any other affected planning documents. To also recommend specific strategies to implement the East Alton Baker Park Plan including general time frames and priorities. Section 5. To monitor implementation of the East Alton Baker Park Plan in consultation with City of Eugene and Willamalane District staff. To East Alton Baker Park Citizen Planning Committee - - Bylaws 1
