Charlotte reported that the subcommittee was pleased with the
meeting with Kevin. Kevin has contacted the Eugene City attorneys to find
out if the lease can be modified in upcoming negotiations. During that
meeting, the group also discussed using the Park Permit process [issued to
the EVBMX organization each year to allow them to park cars during UO
football games] to ensure greater accountability.
Kevin asked that the CPC give him ideas of what is important to put in
such a permit agreement.
The Outreach subcommittee met a third time to compose this list,
which Charlotte read aloud. The CPC requested that Charlotte email a copy
of that list to the CPC for feedback.
David stated that he would love to have a good relationship with
EVBMX, and noted that Kevin is optimistic about that relationship because
of the current leadership of EVBMX.
Vicky noted that throughout the 12 years she's been working in the
WNA, there has always been accumulation of trash at the EVBMX leasehold
in the WNA.
Wildlife Habitat Barbara May reported.
The Habitat subcommittee had a meeting with all members present -
Charles, Steve, Jeff, Charlene and Barbara. They discussed HB 3224 - what
priorities the Habitat Subcommittee would have if it passed. What would
the process and schedule be? What is the appropriate role of the CPC? Does
Eugene POS already have a plan for that area? Pat French, who worked on
the prairie area plan, replied no, there is not a specific plan in place as there
is for the upland prairie restoration and enhancement.
The subcommittee noted that planting of woody plants was
impractical, and what would be good would be seeding and removal of
invasive species.
The subcommittee requested copies of the documents that Pat French
compiled. Pat said she and the Eugene staff will make them available if the
subcommittee lets her know how many copies are needed.
Barbara noted that we are operating under the radar with the WNA.
Many people don't know what it is. Is this an outreach issue? Barbara
offered to take copies of the Talking Stones brochure to several locations
around town.
Barbara mentioned the erosion on the south bank of the canoe canal,
just east of the footbridge and dog park. Some of the subcommittee
members visited the site to find peninsulas of land on the canal bank,
between bays of erosion caused by dogs jumping into the canal. She asked
is this an area where access needs to be cut off.
The subcommittee is concerned that there are some WNA Douglas -firs
that constitute a fire hazard. The habitat subcommittee was in unanimous
agreement that dry Douglas -firs may be dangerous along the path. Pat
