Additionally, Ms. French said she would like to see the committee that was addressing concerns <br />regarding the Interstate 5 bridge also address needed improvements to the Eastgate Woodlands. <br />She thought it would be good to put together a list of things that the CPC would like to see <br />happen in the area as the bridge project was underway. <br />Regarding the meeting location, Ms. French acknowledged that it was not ideal. She explained <br />that there were no rooms available at the Willamalane Adult Activity Center (WAAC) for this <br />evening. <br />Mr. Bonnett noted that the CPC would not be meeting in Springfield again for six months. He <br />wondered if he could help Ms. French look into alternatives for a Springfield meeting location. <br />Ms. French indicated she was amenable to this. <br />8. Old Business <br />a. Proposed Revision of CPC Bylaws <br />Mr. Bonnett reported that the ad hoe committee had made a recommendation for changes to the <br />bylaws, a draft of which was before the CPC members. He said they would review the changes at <br />the present meeting and take action on them at the meeting scheduled for January, 2008. <br />9. New Business <br />Mr. Bonnett said he would like to try to address the IGA. He acknowledged that the timeline had <br />been brief. <br />Mr. Sonnichsen felt he had already covered it, though there were some outstanding issues related <br />to City/University relationships that had resulted in inequalities such as parking fees. He <br />explained that the University paid $300 per game for 432 parking spaces in Eugene parkland <br />south of Leo Harris Parkway. He pointed out that this was less than 68 cents per space. He said <br />this was recognized as a difficult situation to justify by the City Council. He said they were <br />recommending that the parking lots revert to City control and that the University should have no <br />further use of them at the end of this football season. He believed that this might not be the <br />negotiating position that was presented given that there were "many players" involved. He did <br />not think the University would want to be moved off. He noted that the ultimate goal would be to <br />restore the large parking lot to city park land. <br />Mr. Peara remarked that this was set down in 1997 and extended in the year 2000. <br />Ms. Mello, seconded by Ms. May, moved to approve the recommendations for <br />changes to the Intergovernmental Agreement between the City and the University <br />of Oregon as set forth by the Government Relations Subcommittee of the Citizen <br />Planning Committee for the Whilamut Natural Area of Alton Baker Park. <br />MINUTES— Citizen Planning Committee of the October 11, 2007 Page 8 <br />Whilamut Natural Area <br />
