At Mr. Bonnett's request, Mr. Sonnichsen briefly reviewed the changes that were recommended. <br />Mr. Peara discussed the history of the area. <br />Mr. Sonnichsen noted that it was Mr. Peara's last meeting. He expressed appreciation to Mr. <br />Peara for his service on the CPC. <br />Mr. Biggs asked how much sway recommendations from the CPC would have on the negotia- <br />tions. Mr. Medlin responded that Mr. Biggs was asking him to gauge how decision makers <br />would respond in later negotiations. He underscored that there would be a number of different <br />decision makers including the City Council would be involved in the negotiations. He said <br />whatever the CPC provided to him would be passed along to the University. <br />In response to a question from Mr. Biggs, Mr. Medlin stated that the Parks and Open Space <br />Division would not make a separate recommendation. He surmised that the issue would come <br />before the council and in that case it would be staff's job to provide background information and <br />the available options. <br />Ms. Behm agreed that it would be a complicated political process. <br />Mr. Bonnett surmised that the recommendation at this point was to follow the decision the City <br />Council made at the last juncture which was that the use of the lot would be terminated as of <br />December 31, 2007. <br />Mr. Medlin explained that there were two agreements, the parking agreement made in 1997 and <br />the Transportation Demand Management (TDM) agreement made in 2002. He said the <br />agreements covered similar areas but were separate agreements and the latter would not expire. <br />He stated that there were some provisions in it that were tied to the IGA that were expired. He <br />underscored that if no one took any action the agreement would end at the end of the year. He <br />reiterated that the council could make a different decision from before and recommended that <br />now was the time to talk about their concerns. <br />The motion passed unanimously, 11:0. <br />Mr. Cooper said he wanted to accommodate the hammer throw athletes as they were faced with <br />extraordinary circumstances, in that their practice area at the University was out of commission <br />and the Olympic Trials were coming up. He suggested that the athletes permanently vacate the <br />practice area at the end of August or September, 2008. <br />Ms. Larison asked if the field was mowed every year. Mr. Peara affirmed that it was "cropped <br />pretty close." <br />Mr. Medlin explained that wildland mowing practices were fire- based. He said they do three <br />mowings per year. <br />Mr. Sonnichsen thought someone had said that the University was responsible for mowing that <br />area.
