Springfield Representative to the State, Terry Beyer. She noted that Rep. Beyer was chair of <br />the State Transportation Committee. She felt the meeting with Rep. Beyer had gone well. <br />7. Staff Reports <br />a. Eugene POS <br />Mr. Richardson related that the division had completed the watering for the riparian plantings and <br />had completed the fall prairie mowing of weed species. He said natural resources staff was <br />working with volunteers in parks and the Stream Team staff to plan the sixth phase of the riparian <br />planting, projected to occur in late winter or early spring. He noted that Matt McRae was the <br />volunteer coordinator for the Stream Team. He added that Mr. McRae was also working with a <br />class from the South Eugene High School on some experimental plantings in the area. <br />Mr. Richardson reported that there had been ongoing work parties on Pre's Trail; they had done a <br />lot of blackberry removal. He related that the Eugene Water & Electric Board (EWEB) had been <br />contacted about the path that traversed from the north end of Autzen Footbridge to Pre's Trail. <br />He said EWEB was interested in making it look better, but it had not happened at this point. <br />Regarding signage, Mr. Richardson stated that the interpretive signage projects were underway. <br />He reported that the City was still working with the vendor on the kiosks. He said the interpretive <br />signage that was part of the Oregon Department of Fish and Wildlife (ODFW) was complete. <br />Mr. Richardson passed around information on Riverloop Connections, a group that was working <br />to provide milemarkers, signs, and maps along on the Ruth Bascom Riverbank Trail. <br />Mr. Richardson concluded his report, noting that the sheriff's crew had been picking up litter in <br />the parks and that there were four more football games scheduled. <br />Ms. Mello asked why there was mowing in a place that was supposed to be a natural area. Mr. <br />Richardson said he would look into it and get back to her. <br />Ms. French noted that the restoration plan for the west side of the freeway called for keeping it <br />open with the promotion of meadowlark habitat as the primary goal in mind. She said they were <br />likely mowing to keep the woody vegetation to a minimum. <br />Ms. Behm said the group had been concerned about having a large concrete pad under the kiosks. <br />Mr. Richardson responded that colored concrete was a possibility. <br />Ms. Behm reiterated the CPC's recommendation to include a directive to keep dogs on the leash <br />on every kiosk. <br />Mr. Biggs asked if erosion around the Autzen Footbridge was slated to be addressed. Mr. <br />Richardson replied that he did not think it had been scheduled.
