Mr. Hyde briefly discussed CPC recruitment efforts and commented he had recently learned the City of
Eugene had adjusted the start and ending dates for its boards and commissions. He suggested that, while
the Eugene adjustment was not binding toward the Willamalane Park & Recreation District, it might be
applied to the CPC in some fashion. He further suggested that the CPC's recruitment and appointment
strategies be aligned with the Eugene schedule adjustments in order to avoid confusion and to maximize
efficiencies.
Mr. Hyde suggested he might coordinate with Mr. Cooper to determine how the Eugene schedule
adjustments might apply to the work of the CPC.
The CPC members briefly discussed the City of Eugene's current recruitment strategies for boards and
commissions and also discussed how those recruitment strategies might affect the terns of the current CPC
membership.
Mr. Hyde told Ms. Ferschweiler he would be in contact with her and the other CPC applicants once he had
the opportunity to investigate the Eugene schedule adjustments and their subsequent application to the
CPC in greater detail.
Mr. Sonnichsen reported the CPC currently had more applications than it had available positions.
Mr. Bjorklund understood that the Eugene schedule adjustments for boards and commissions would not go
into effect until 2010.
Mr. Cooper agreed that the recruitment issue warranted further discussion and suggested that the terms for
those CPC members up for renewal might be extended by the District.
The CPC members continued their discussion of their recruiting efforts and also briefly discussed how
both those efforts and the Eugene schedule adjustments would affect recruitment strategies for the
Willamalane Park & Recreation District and its associated groups.
Mr. Sonnichsen asked Mr. Bjorklund to have Mr. Richardson investigate the Eugene schedule adjustments
and return to them with more definitive information as to how those adjustments would or would not apply
to the CPC. Mr. Bjorklund confinned he would pass on Mr. Sonnichsen's request to Mr. Richardson.
Mr. Sonnichsen, seconded by Mr. Biggs, moved that the CPC extend the terms of
Willamalane appointees currently serving on the Citizen Planning Committee until
the terns matched the new parameters of the City of Eugene's boards and com-
missions.
Mr. Cooper, responding to a question from Ms. Mello, believed that there might be conflicts between new
parameters of the Eugene boards and commissions and the CPC.
Mr. Cooper called for a vote on Mr. Sonnichsen's previously stated motion. The
motion passed unanimously, 9:0.
New Business
Mr. Sonnichsen noted he had spoken with a community member, Zach Vischanoff, regarding the proposed
Oregon Research Institute (ORI) building near Riverfront Park. He noted that Mr. Vischanoff had serious
concerns about the parking lot currently planned for the ORI building and had asked that the CPC take
some sort of action on the matter. Mr. Sonnichsen further reported it was difficult to comment on the
exact specifications of the ORI building as their pen applications had not yet been submitted.
MINUTES — Citizen Planning Committee October 15, 2009 Page 9
Whilamut Natural Area
