Mr. Bjorklund believed the ORI building plan required a 30 -foot setback from the top of the bank and that
there were certain areas where existing vegetation had been protected.
Mr. Sonnichsen asked if Mr. Bjorklund had any more current information regarding the ORI permit
applications or building design specifications. Mr. Bjorklund responded that he did not.
Mr. Sonnichsen noted that Mr. Cooper had circulated information to the CPC members regarding an
upcoming opportunity to support the Whilamut Passage theme for the 1 -5 bridge. He noted that the
Whilarnut passage theme had been adopted to enhance the bridge and the surrounding areas. He further
noted that the Whilamut Passage name had been chosen for the theme to describe the nexus of movement
in the Willamette River area of I -5.
Mr. Sonnichsen was surprised to learn that there had been recent considerations to name the bridge after
former State transportation commissioner Randy Pape.
Mr. Sonnichsen, seconded by Mr. Biggs, moved that the Citizen Planning Com-
mittee for the Whilamut Natural Area of Alton Baker Park endorse naming the
new Interstate 5 bridge crossing the Willamette River between Springfield and
Eugene the "Whilamut Passage Bridge."
Mr. Sonnichsen noted that Mr. Atkins had informed him there would need to be substantial lobbying
efforts toward the entire State transportation commission with regard to the narning of the I -5 bridge.
Mr. Sonnichsen pointed out that "Whilamut Passage" had already been adopted as the theme of the I -5
bridge.
Mr. Biggs worried that the CPC might be repeating the past mistakes of the Autzen bridge naming process
and advocated for additional time to investigate and discuss the naming of the I -5 bridge.
The CPC members briefly discussed a variety of matters related to the naming of the I -5 bridge crossing
the Willamette River between Eugene and Springfield.
Mr. Ernst supported Mr. Biggs suggestion for additional discussion of the 1 -5 bridge name and believed
that the sooner the CPC took action the more likely it would be that they could affect the outcome of that
process.
Ms. Jones maintained a large number of people had attended the various open houses related to the 1 -5
bridge. She hoped that the CPC might take advantage of the opportunity to influence the bridge naming
process.
Ms. Mello, responding to a question from Ms. Larison, noted that the public input process for potential I -5
bridge names had been developed as part of a series of enhancement workshops that had been conducted in
February.
Mr. Cooper called for a vote on Mr. Sonnichsen's previously stated motion. The
motion passed 9:0 (Mr. Biggs in abstention).
10. Set Next Meeting Date
The CPC mernbers briefly discussed possible dates for their next meeting and their respective availabilities
regarding the same.
MINUTES — Citizen Planning Committee October 15, 2009 Page 10
Whilamut Natural Area
