information became available.
Mr. Upton, responding to a question from Mr. Cooper, noted that Cawood Communications was being
used by ODOT as a public relations conduit for the bridge project and further noted that they had
specifically been hired to provide the public outreach tools related to the construction of the bridge project.
Mr. Upton noted that Cawood Communications had been hired to provide a broader spectrum of public
relations and communications tools on the bridge project than then Lane Council of Governments (LCOG)
was expected to provide.
Mr. Sonnichsen stated that an account manager from Cawood Communications, John Lively, had
participated in a recent tour of the bridge project site.
Mr. Upton thanked the CPC members for their time and asked if he should continue to report back to them
quarterly. The CPC members answered in the affirmative.
Mr. Upton noted he could provide the CPC members with a tour of the bridge project site if they so
desired.
6. Reports From Subcommittees
Wildlife /Habitat /WRB CAG
Mr. Cooper noted that Ms. Brand had wanted the CPC to discuss the BMX area after she had recently
toured it with Mr. Sonnichsen. Mr. Sonnichsen added that Eugene Public Works Maintenance Supervisor
Kevin Foerstler had also participated in that tour.
Mr. Cooper reported that Ms. Brand had indicated that things were going very well at the BMX area and
that their concerns regarding the logs and dirt mounds in the area had been addressed.
Ms. Larison noted her concerns regarding the north side of the canoe canal and believed that the extensive
mowing in that area was not commensurate with the CPC established control plan for the area. Mr.
Cooper responded that the CPC might hold a subcommittee meeting to investigate the matter in greater
detail.
Ms. Mello asked Mr. Hyde if a report could be provided by the Willamalane Park & Recreation District
staff regarding the mowing procedures for the canoe canal area. Mr. Hyde replied that it might be better
for the Habitat Subcommittee to be briefed by the Willamalane Park Services Division Director.
Governmental Relations
Mr. Sonnichsen introduced Kate Ferschweiler who noted that she was attending the meeting to observe the
CPC and learn more about it.
Mr. Sonnichsen noted he had sent out copies of the notes he had compiled during the recent government
relations subcommittee tour of the bridge area. He noted the tour had been very well received.
Mr. Sonnichsen stated the tour had been very illustrative in terms of the contrast between the construction
of the new structures and the deconstruction of the existing ones. He further stated that the Hamilton
Construction representative who had supervised the tour, Kevin Parrish, had provided various insights into
the history of the previous bridge constructions in the area.
MINUTES — Citizen Planning Committee October 15, 2009 Page 5
Whilamut Natural Area
