concerned that the blackberry bushes near the base of the slope on the field needed to be removed and that <br />the horses might wander onto the adjacent freeway since there were no fences on the field. <br />Mr. Hyde, responding to a request from Mr. Upton, noted that he would investigate the matter with the <br />Willamalane Park Services Director to try and get contact information for the property owner. <br />Mr. Biggs asked if there might be any liability issues in relation to the horse field in the northeast area of <br />the bridge project. Mr. Hyde noted he would investigate the matter. <br />Mr. Upton, responding to a request for clarification from Mr. Hyde, noted that the horse field in question <br />was on Willamalane park property on the east side north of the canoe canal. <br />Mr. Upton noted that ODOT had expected a request from bicycle commuters regarding Knickerbocker <br />Bridge for additional signage and lighting on the north end of the bridge. Mr. Cooper briefly described the <br />current conditions of the bridge and confinned the need for additional signage and lighting. Mr. Upton <br />noted that the connections near Knickerbocker bridge were expected to be improved during the spring of <br />2010. <br />Mr. Upton, responding to an inquiry from Mr. Sonnichsen, noted he would provide documentation <br />regarding the Knickerbocker Bridge lighting complaints to the CPC. <br />Mr. Upton, responding to a question from Mr. Biggs, commented he did not know what hours the <br />additional lighting on the Knickerbocker Bridge would be used. <br />Mr. Sonnichsen noted that three of the Kalapuya Talking Stones had been installed with a fourth to be <br />installed near the frog pond area of the bridge project. Mr. Upton added that the fourth Talking Stone was <br />not expected to be installed until closer to the completion of the bridge project. <br />Mr. Upton commented that the Kalapuya Talking Stones project had been very successful. <br />Mr. Upton reported that the ODOT design enhancement panel and the architectural design teams for the <br />bridge project would be engaged in various design meetings over the next several weeks. He noted that <br />those teams had been asked to develop design ideas for the project through January. <br />Mr. Cooper, responding to a comment from Ms. Mello, noted that the ODOT design teams were expected <br />to meet on October 20 in Salem for a design kickoff event. <br />Ms. Mello briefly described the manner in which the design enhancement panel and the architectural <br />design team groups were expected to develop and review various design elements of the bridge project. <br />She further noted that other design meetings related to the project were expected to be scheduled to bring <br />the various stakeholder groups together. She further noted that the CPC was one of the stakeholder groups <br />as was the Willamalane Park & Recreation District, the City of Eugene, and the City of Springfield. <br />Mr. Sonnichsen noted that any CPC members could participate in the design meetings regarding the bridge <br />project. <br />Mr. Sonnichsen commented it was often difficult for the CPC to coordinate their reviews of the design <br />elements of the bridge project since they only met quarterly. <br />Ms. Mello briefly discussed elements of the bridge design review process. <br />Mr. Upton stated he would notify the CPC members of the design groups' general input meeting once that <br />MINUTES — Citizen Planning Committee October 15, 2009 Page 4 <br />Whilamut Natural Area <br />
