Government Relations <br />Mr. Sonnichsen stated that the subcommittee had met in May, and had discussed the North Bank Trail <br />Study. He said that Mr. Richardson would discuss it further later in the meeting. He had a question for <br />Mr. Richardson about disc golf. He stated that the subcommittee had had doubts about the advisability of <br />putting in an 18 -hole disc golf course in West Alton Baker Park. <br />The subcommittee had decided they needed to meet with the Wildlife/Habitat subcommittee to discuss the <br />canoe canal parking lot. The two subcommittees had met on July 5, and concluded that they would en- <br />courage POS staff to continue to shrink the park -able space in the canoe canal parking lot (also known as <br />Parking Lot 8). The two subcommittees wanted this area to return to living park land and the plantings <br />that had gone in in early 2009 were flourishing. <br />Reading from the April 15, 2010 minutes, he stated: "Mr. Bjdrklund stated that the process would involve <br />amending the park master plan for West Alton Baker Park and then seeking a revision to the Willamette <br />Greenway permit." He asked if there had been any move to do this. <br />Mr. Richardson stated that staff was examining the Greenway modification, and had talked to Rick Satre's <br />consulting fine about doing that. He did not have further updates about a master plan amendment. He <br />thought there were still some unanswered questions about the amount of activities and potential for con- <br />flicts in the park in the future. <br />Mr. Sonnichsen noted that there had been many multi- subcommittee meetings. At one of these meetings, <br />on July 13` seven CPC members, Mr. Hyde and Mr. Wieseke had met. Out of it had come a modification <br />of the undercrossing of the north Walnut bridge in the Eastgate woodlands part of the WNA and the bar- <br />riers that had made it almost impossible to walk or run on Pre's Trail going under the bridge. One good <br />purpose of the barricades was that they kept bicyclists off the trail and prevented resultant head -on colli- <br />sions. He said that Mr. Wieseke's staff had visited the site and cleared it a bit so pedestrians and runners <br />could again access the trail at the site. Mr. Wieseke reported that there would be better striping in the area <br />on July 20`'', especially on the Eugene side of the T intersection of the detour path around the I -5 construc- <br />tion staging area, where it intersected with the main trail off the canoe canal, carrying traffic into Spring- <br />field (right under the canoe canal bridge). The log barriers would also be moved on July 20 to prevent <br />bicycle traffic and to make foot access easier. <br />d. Outreach <br />Ms. Behm stated that the subcommittee was dealing with an ODOT project. She said that she would send <br />an email the next day, giving instructions on how to input to the Eugene City Council. She said that <br />people needed to let City Council know that the Whilamut Passage Bridge name was a good idea. <br />Esther Stutzman had been interviewed in the Springl7eld Times supplement, and had said that the differ- <br />ence between the names "Willamette" and "Whilamut" was good. Ms. Behm passed around a document <br />titled "July 2, 2010 Springfield Retrospective and Visitors Guide," in which the interview of Ms. Stutzman <br />was included. In the article, Ms. Stutzman said that the different name would encourage people to inquire <br />about the Kalapuyas and the history of the Eugene area.
