Ms. Behm stated that she had attended a Springfield City Council meeting with Mr. Sonnichsen. Mr. Son -
nichsen and Douglas Beauchamp from the Lane Arts Council had spoken, as had Ms. Stutzman. The
Springfield City Council had said they were honored Ms. Stutzman came to speak to them. One of the
Councilors had stated she had attended the Talking Stones dedication, and had been moved. She encour-
aged the CPC to promote the WNA as much as possible. Ms. Behm said that the situation had improved,
but continued to be a challenge. The subcommittee continued to work on it.
Mr. Sonnichsen reminded the CPC that the City Council would make its decision on the bridge name on
August 9. However, the public hearing before the City Council regarding the naming would be on July 26
at 7:30. He said that he, Ms. Behm, Mr. Beauchamp and Ms. Stutzman would be present. He encouraged
CPC members to bring friends and to send letters or emails to the Council by July 26.
7. Staff Reports
a. Willamalane
Mr. Hyde stated that Walama restoration staff had removed blackberries from the south bank of the canoe
canal, west of the Walnut Street bridge as part of Willamalane's two -year monitoring and follow -up to the
OWEB- funded grant work. There had not been another mowing of the north side of the canoe canal, but it
would happen as needed and as resources allowed, probably in the fall or winter. Staff was very cognizant
of avoiding nesting season during these activities. He said that the summer had been slower than the
spring had been in terms of volunteer work party projects to remove invasive species. A geo- caching
group had done some work in May, and there continued to be a few regular volunteers. Park services con-
tinued to work on the issue of illegal camping. He noted that the issue was not as bad this year as it had
been last year. 1J
b. Eugene Parks and Open Space
Mr. Richardson mentioned a grant the City's Transportation Planning department had received to do de-
sign work for the North Bank path, for improvements to the path between the DeFazio and Frohnmeyer
bridges. They decided not to include any design work within the WNA for this grant.
Ms. Behm noted that she was concerned the area between Leisure Lane and the boat ramp would be de-
stroyed.
Mr. Richardson said that he would find out the best way to provide input on the process.
Ms. Mello requested that he send the information out to the entire CPC.
Mr. Biggs asked if a portion of the path had already been upgraded, from the picnic shelters east to the
concrete.
Mr. Richardson did not know the details.
Mr. Sonnichsen echoed Ms. Behm's concerns, and stated that he had emailed Michelle Cahill stating that
putting lights right up against the border of the WNA was a "provocative" act, and was designed to create
a hostile response. He noted that there would be discomfort when path lighting seemed to abruptly end.
He had advocated that the lighting be continued to the point where the roadway going into the boat ramp
intersected with the North Bank path in West Alton Baker Park, and then directing it into the parking area
P_ I
MINUTES — Citizen Planning Committee for the July 15, 2010 Page 8
Whilamut Natural Area
