road tracks as something that would put increasing pressure on the Autzen footbridge. He stated that the
UO Athletic Department already drove motorized vehicles over it, and the CPC wanted to keep it as a bi-
cycle pedestrian amenity.
Mr. Ruiz stated his belief that the UO would be open to re- thinking the property north of the railroad
tracks.
Mr. Sonnichsen thanked Mr. Ruiz for his attendance.
6. Reports on Subcommittees
Mr. Ard noted that the Wildlife /Habitat Subcommittee and the Signage Subcommittee had had a joint
meeting.
a. Wildlife /Habitat
Ms. Brand reported that the subcommittee had met, but had not had a quorum. They had done a walk -
through of the BMX site. The trees in the middle looked healthier, which was good. The perimeter was
still protected by logs, but there was significantly more junk at the site. The bleachers had been dis-
assembled, and there were some full storage containers. Other than that, there were no issues. She said
that she was trying to obtain a copy of what Emerald Valley BMX submitted to people who rented the RV
spaces as part of the fall football season. She said she would get it out to the committee. She noted on a
map a new area the subcommittee had visited, near the bridge between the south side of the river and Aut-
zen Stadium. She explained that there had been a running event, and runners had run over the hill and
some tree roots. There had been some old fences there that used to act as a barrier, but they were no longer
there. There were now three or four paths that were significantly impacting the root system of the old trees
in the area. Therefore, the area needed some attention from POS.
The subcommittee had discussed signage for the BMX site as it entered into the WNA, as well as for the
butterfly meadow.
b. Signage
Ms. Mello said that signage for the prairie had been discussed, not signage for the butterfly meadow.
There were "informal" trails by the landfill. The subcommittee wanted to add signage in the areas towards
Springfield that would educate dog owners and encourage them to keep their dogs on -leash, especially dur-
ing the nesting season. This would help species such as Oregon's state bird, the Western Meadowlark, or
other bird types or species, who may nest in the area. She said she was trying to solicit information from
the subcommittee to find out where the signs should be placed and what they should say. She thanked Mr.
Richardson for finding some of the signs the City had. She said that the subcommittee would consider the
signage a temporary measure during the nesting season, but she wanted to see signs on all the kiosks in the
park.
Ms. Brand passed a draft sign that read: "Entering Whilamut Natural Area" and another that read: "Bird
Nesting Area Dogs on Leash Please."
Ms. Mello stated that she would try to have some specifics by the next CPC meeting. She and Ms. Morri-
son had discussed signs with more positive messages.
A
MINUTES -- Citizen Planning Committee for the July 15, 2010 Page 5
Whilamut Natural Area
