Mr. Sonnichsen asked if there was information on the proposed WABP disc golf course. Mr. Richardson replied
that there was nothing further to report at this time. There had been some discussion about instituting a temporary
course as opposed to a permanent one, but staff had been too busy to work on it.
Mr. Richardson stated that Matt McRae had returned and was managing the Stream Team again.
Mr. Sonnichsen asked if they had given any thought about a planting on the North Bank in February. Mr.
Richardson suspected that it had been scheduled but he did not know for certain.
In response to a question from Mr. Sonnichsen, Mr. Richardson said he did not know whether the budget situation
had impacted parks publications specifically. He related that Mr. Medlin had presented to the City Council recently
about all of the parks that had been added to the roster and the lack of maintenance money to do the upkeep for
them. He thought it very likely that the division had curtailed its publications.
In response to a question from Ms. Mello, Mr. Richardson stated that he had just added the Talking Stones brochure
to the website. He said he would be improving a number of web pages including the CPC page. He thought that
the Talking Stones brochure would be reprinted after the completion of the bridge project.
L Willamalane
Mr. Hyde reported that a Northwest Youth Corps crew had come in August and had spent a week removing ivy and
blackberries in the Eastgate area. He said there was some brush cutting by the canoe canal, but it was not
completed. More was planned for the winter. He stated that Willamalane had participated in the Willamette River
clean -up.
Mr. Hyde related that illegal camping seemed to have decreased. He was not certain how much of that could be
attributable to the increased activity due to the bridge construction.
Mr. Hyde stated that he had been working on their version of the IGA. He thought they were getting close to
submitting comments back to ODOT.
Regarding new members, Mr. Hyde explained that Willamalane did not have a process for applying via their
website. He said someone from Springfield who wanted to apply over the internet, however, could do so through
the City of Eugene's website. He indicated that he would advertise the Springfield position in April. He
recommended that the members engage in recruiting.
Mr. Richardson noted that Ms. Jones and Mr. Biggs were not eligible to reapply.
Mr. Cooper suggested that staff contact people that had previously applied.
Mr. Richardson shared that there had been some safety issues particularly with some younger transients in Alton
Baker Park picking on the older transients. He thought the focus of transient activity was around the large shelters.
Mr. Sonnichsen asked for more specific information on this
9. Old Business
Ms. Behm ascertained that officer elections were not in the offing. Mr. Hyde found language in the bylaws that
indicated that officers served two -year terms.
MINUTES — Citizen Planning Committee for the Whilamut Natural Area October 28, 2010
Page 6
