Mr. Richardson said he would recommend having a small group take a look at it and decide what they could do <br />about it. He added that a big issue they were facing was that there could be no added maintenance for the POS <br />Division. <br />Ms. Ferschweiler wondered if they could place big boulders to obstruct people. Ms. Mello suggested that they get <br />logs and place them in the way. <br />Mr. Cooper asked how the run group had gotten the permit for the number of years they had done. Mr. Richardson <br />replied that the Alton Baker Park reservation map was too small scale to identify the exact route, that the run group <br />had never really explained what it was they were doing, and since no complaints had ever been received staff had <br />not been otherwise alerted to the activity. <br />In response to a question from Mr. Holloter, Mr. Richardson stated that no vehicle traffic was planned to cross the <br />Frohnmayer Bridge. <br />Mr. Biggs left the meeting. <br />Mr. Richardson reported that intergovernmental agreements (IGAs) with ODOT regarding maintenance <br />responsibilities related to Interstate 5 bridge construction had gone through a number of rounds and was as yet <br />unsigned. He said they were feeling pretty comfortable with it and he thought they would be signed soon. <br />Ms. Mello commented rthat it had been helpful to allow the CPC members to give comments on the IGAs. <br />Continuing, Mr. Richardson stated that there had been some applications of herbicide to control the Armenian <br />blackberry that had taken hold in the reforested areas. He said the Sheriffs Work Crew had done some ivy and <br />scotch broom removal and had collected litter along the north bank on the river corridor. A youth services crew <br />had also done some scotch broom and ivy removal. He related that there had been at least four volunteer activities <br />and listed them: <br />• Looking Glass students were out several tunes removing invasives and mulching and gathering trash and <br />debris; <br />• North Eugene High School was out doing activities; <br />• The big REI river clean -up event had been held; <br />• 181 Stream Team volunteers had participated in work parties over the past quarter. <br />He noted that the volunteer program had been put into three silos in the past, the Stream Team, Volunteers in Parks, <br />and NeighborWoods. He said they were rethinking the program organization and would be blurring the lines a little <br />more, in order to take better advantage of each person's abilities. He stated that they had a new email list that went <br />out to the entire volunteer group. <br />Mr. Richardson said staff had a 30 percent design for the bicycle path redevelopment. He related that Lee <br />Shoemaker, Eugene Public Works Department, had said that the BPAC was meeting in November to present the <br />latest designs and to allocate more time for public comment. Mr. Shoemaker had indicated that he would let Mr. <br />Sonnichsen know when the meeting was scheduled. He stated that POS Director Jonny Medlin had spoken with the <br />OTC regarding an issue with bicycles using Pre's Trail and they were working on a sign to place in three locations <br />that asked them to use the paved bike path and not to ride bicycles on the trail. He showed the CPC what the sign <br />would look like and at which locations they were considering placing them. <br />Regarding the kiosk that had been in front of the park host residence, Mr. Richardson said it would be fine to place <br />it there again. He thought it best if a few members of the CPC and staff met on the site and looked to see where it <br />would fit best.
