C. Signage <br />Ms. Mello stated that they had not met. She planned to work with Ms. Brand to schedule a meeting. <br />d. Outreach <br />Ms. Behm passed out copies of the Criteria for the Art and Design Enhancements and reviewed them. She said <br />ODOT had hired John Lively and Doug Beauchamp to coordinate the art enhancements. She stated that she and <br />Ms. Mello served on the Design Enhancement Steering Committee, along with two other people. She related that <br />they had put out a Request for Proposals (RFPs) for the art that would be installed on top of the bridge, which <br />would have to adhere to the criteria. She noted that she, Mr. Sonnichsen, and Ms. Mello were on the selection <br />committee for the art, with four other people. She felt the criteria were a lot more focused and provided better <br />direction. <br />In response to a question from Ms. Ferschweiler, Ms. Behm said the criteria would be used for all of the art in the <br />area. She commented that several themes had come out of the Kalapuya -- canoes, camas, and basket weaving <br />among others. <br />Ms. Mello thought the other two bundles for art RFPs had always been thought of as an evolving project. <br />Ms. Behm reported that 33 people had responded to the RFP. She said the deadline was November 17 and they <br />planned to pick between two and five artists and then the artists would be paid to define what would be proposed. <br />Mr. Sonnichsen said the meeting held on October 25 had been hosted by ODOT in Springfield from 9 a.m. to 2:30 <br />p.m. and had been followed by a walk through the park. Some of the artists who had responded to the RFP had <br />come to the meeting. He had found the question and answer session between ODOT maintenance staff and the <br />artists to be fascinating. He felt that the ODOT staff had been enthused. <br />8. Staff Reports <br />Eugene Parks and Open Space <br />Mr. Richardson stated that five positions on the CPC would expire in June, 2011. He reviewed the process for <br />applying to be appointed or reappointed, which was outlined on the City's website. He noted that terms were <br />expiring for Elliot McIntire, William Hughes, Charles Biggs, and Mary Morrison of Eugene and Cora Jones of <br />Springfield. <br />Mr. Richardson had talked to John Clark about the area where the race known as the Steep Hill Chase happened. <br />Ms. Brand explained that she had seen fencing at the bottom, but was not certain there was fencing at the top. <br />Mr. Richardson understood that bicycles were using the steep slope, though they were not supposed to be accessing <br />that area. <br />Ms. Mello commented that people just coming over the bridge and walking into the Whilamut Natural Area came <br />upon the trail damage. She hoped that Nearby Nature could come up with a coordinated effort to prevent people <br />from using it. She observed that it was getting worse and people were letting their children climb there. <br />Ms. Stein thought the fencing had been there a long time.
