Mr. Richardson said they would be made of wood because their experience with recycled plastic bench
and table slats was not good, as they were easily vandalized and more difficult and expensive to replace.
Mr. Biggs asked if the existing bench was made of wood.
Mr. Richardson said it was and would be completely replaced.
Ms. Behm asked what type of maintenance would be required.
Mr. Richardson said that weeding would need to be done regularly. If concrete was not used and POS de-
termined that volunteer weed removal was not working, a concrete pad would be placed under the bench.
The concrete could be colored so that it would not be too bright.
Ms. Larison suggested putting a small layer of soil over the concrete pad.
Mr. Richardson asked for direction.
Mr. Sonnichsen thanked Mr. Richardson for bringing this bench replacement to the CPC's attention. The
last time a bench had been installed, there had been no communication with the CPC. It was on the central
loop of Pre's Trail in the southwestern bend, on the south of the trail, facing north. It had been placed there
about four years ago.
Ms. Behm indicated the bench's location on the aerial map.
Mr. Richardson said that he would know about any future bench replacements, and would bring them to
the attention of the CPC.
Mr. Biggs understood the reason why no more benches were being added. However, benches every '' /< of a
mile would help encourage more people with limited walking mobility to use the park.
Mr. Richardson agreed. However, POS was $15 to $20 million behind in maintenance that needed to hap-
pen. Every year, an additional $1.5 million was added to this amount.
Lee Shoemaker would be doing bicycle counts in May. He asked CPC members interested in this activity
to contact him.
Mr. Sonnichsen had asked Mr. Richardson about mapping issues. The issue was that the Whilamut Natu-
ral Area of Alton Baker Park was not always identified, or identified correctly, on city maps.
Mr. Richardson noted that the correct information was available in the GIS system, but how features were
labeled depended on how it was used, and who was doing the mapping: A large number of city staff create
maps that are available to the public. He asked that CPC members bring map issues to his attention so that
he could contact staff members involved to get maps revised.
Mr. Sonnichsen had been representing his neighborhood at the University of Oregon Off - Campus Housing
Fair and had noticed that the City of Eugene Neighborhood Services had maps of the area around the uni-
versity. Across the river, the map showed Alton Baker Park, and East Gate Park to the east. Renee Kane,
the City's Neighborhood Services Representative, said this could be changed easily in the GIS system.
MINUTES— Citizen Planning Committee for the April 21, 2011 Page 12
Whilamut Natural Area
