Mr. Richardson said that POS Operations was being reorganized, and as of June 30, everything within the
WNA would be the responsibility of the Natural Resource Maintenance group, including kiosks and gar -
bage.
Ms. Mello asked if this was the group Mr. Richardson was part of
Mr. Richardson stated that he was in the Planning Section, which included volunteer and storm water pro-
grams. The other POS sections were Operations, Natural Resources and Administration.
Richard Zucker had dismantled a structure created out of tree limbs in the SW corner of the WNA. He
asked that if CPC members saw something like this to let him know, because these types of structures were
hazards and not permitted.
The Oregon Track Club had submitted a letter stating that disc golf would have some serious impacts on
the trail. They indicated that they would like to see parts of the course in the Whilamut Natural Area.
POS was working on a formal response which would determine that disc golf was not in compliance with
the East Alton Baker Park Plan, and that POS did not support the construction of a disc golf course in the
Whilamut Natural Area of Alton Baker Park. He expected the response to be out in the next two weeks. A
survey revealed a lot of support for a disc golf course in the area proposed in West Alton Baker Park.
However, the Oregon Track Club (OTC) was formally opposed to the portion of the current proposal that
was adjacent to Pre's Trail. POS had asked Eugene Recreation staff Dave Battaglia, Craig Smith and Isaac
Marquez to help work with OTC to see if there was a way to resolve the concerns.
Five candidates had applied for the four open positions on the CPC on the Eugene side. The mayor would
have to choose which four would become CPC members. If CPC members wished to make recommenda-
tions, they needed to submit them to him or to Kris Bloch by April 27 at 5 p.m.
Mr. Cooper said he would forward the applications on to the CPC.
Ms. Behm suggested the CPC could meet after the CPC meeting to select recommended candidates.
Mr. Richardson explained that a North Eugene High School science class, led by teacher Rebecca Huot
would have an all -day field trip to learn about water quality and do weeding in the Butterfly Meadow.
Brennan McCommon was the new Stream Team Coordinator. On May 1 l, members of the LDS
church would be working in Alton Baker Park.
Because of the budget issue, POS was adding no new benches to parks. However, people still wished to
donate benches. POS had identified all of the decrepit benches in the parks system with the hopes of re-
placing them with new donor benches. This would not add maintenance.
Ms. Behm asked if all benches were dedicated to people.
Mr. Richardson said that most donor benches were. There had been a request for one in the WNA near
Pre's Trail by the N Walnut Rd bridge over the canoe canal. He indicated the location on the aerial map.
With every bench, POS was trying to minimize the amount of maintenance that would be needed. The
current plan was to put a concrete pad underneath the replaced bench. He knew the CPC would not be
happy with this. However, some agreement needed to be made about park maintenance.
Ms. Brand asked if the benches that replaced the older ones would be made of recycled plastic material.
(W
MINUTES -- Citizen Planning Committee for the April 21, 2011 Page 11
Whilamut Natural Area
