the falsework in the construction area, Mr. Wieseke had commented that if the falsework was stored on
Pre's Trail, ODOT would perform path restoration.
Ms. Behm noted that the trip to Salem had related to the "bike freeway" from the boat launch to the WNA
western boundary, which the CPC was against. Members of the CPC had felt they were not getting
enough response from Eugene, so they decided to go to Salem. The meeting had been successful. The
City of Eugene had told the CPC that if design funding was received, the project had to be built. ODOT
had said that this was not true. There was always a No Build option. ODOT had been very responsive and
said that the project would not go forward until Nearby Nature, the CPC and the public's concerns had
been addressed. She thanked Ms. Stein for sending a letter to ODOT about the issue.
Ms. Behm noted that 15 proposals had been received for artwork for the bridge. The top six proposals
picked were artists from Oregon. Five remained and an open house had been held. That week, the Selec-
tion Committee had made a unanimous decision about the recommendation they would make to ODOT's
Community Advisory Group. All of the proposals accepted were related to the Kalapuyas, which related
to the proposed name of the bridge.
The committee continued to work on the South Bank. Litus was working with a team in the park and al-
ready had a contract. Issues related to maintenance needed to be resolved. She asked that CPC members
let her know about groups in the community the Outreach Committee should reach out to.
Ms. Brand said that the artwork had been posted online, which was great. This allowed people to give
comments who could not attend the open house.
Ms. Mello said that more than 250 comments had been received.
Ms. Behm noted that the CPC had been attempting to increase the visibility of the Kalapuyas for over ten
years. The name of the bridge and the art would help do this.
9. Staff Reports
a. Eugene Parks and Open Space
Mr. Richardson noted that Mr. Wieseke was easy to work with, and that Mr. Wieske also had to deal with
contractor issues. The bridge project was a huge one and he was doing a good job. The contractor needed
extra space and had come to POS with a request. POS had said that the CPC would have to be consulted
and that POS would require that the contractor rebuild Pre's Trail when the project had been completed, as
well as do more restoration work on the slope. It sounded to him as though all of the issues had been re-
solved at the meeting at the site. POS was still waiting on the final document. He would share it with the
CPC before it was signed.
Ms. Sonnichsen said that Mr. Wieseke verbally committed to rebuilding the entire north/south leg of Pre's
Trail west of the freeway.
Mr. Richardson said this would be good for the trail and for its long term maintenance. The Sheriffs crew
continued to collect litter along the river, including on the North Bank in the WNA.
MINUTES— Citizen Planning Committee for the April 21, 2011 Page 10
Whilamut Natural Area
