Mr. Richardson said that the drawings would come to his desk when they were ready. He would make
sure the CPC knew when he did.
c. Signage
Ms. Mello had not had much luck in contacting dog owners who used the park. She had visited the area
where ODOT was storing falsework, on Pre's Trail and to the east of Pre's Trail in the Eugene portion of
the WNA, adjacent to ODOT right -of -way. She had spoken with one of the construction workers at a
bridge meeting and had asked why the falsework was outside the staging area. It turned out the falsework
had been put there by the contractors without ODOT realizing that the area was not part of the designated
storage site. This was why the falsework was being stored in this area. A meeting had been held at the site
with POS staff, CPC members, and the Oregon Track Club. She, Mr. Sonnichsen, Ms. Behm and ODOT's
Karl Wieseke, had been at the meeting. The contractors were required to put a cloth over Pre's Trail, cov-
ered by crushed rock. They were required to "save it as much as possible." Pre's Trail near the Canoe Ca-
nal had been completely destroyed. OTC wanted it to get re- routed. Falsework was still being stored
there, and the CPC had said that there was a safety concern. Some items had been worked out. ODOT
would remove some invasive plants on the west slope of Interstate 5 underneath the trees in return for be-
ing able to store the falsework in the area, taking care to minimize the impact on the existing paths.
Ms. Ferschweiler noted that the path was cleaned up at the canoe end, but on the other end, it was not.
There was, however, falsework stacked directly under the power lines. She asked if this was part of the
staging area.
Ms. Mello said it was not. She said that the staging area was fenced, and that the whole area was closed to
the public. The contractor had rented space in Springfield to store other items. At the moment, she be-
lieved the falsework would remain.
Ms. Ferschweiler asked if the staging area was just the fenced area. She noted that it was full.
Ms. Mello said that the staging area was just the fenced area.
Mr. Richardson noted that the contractor needed more storage space.
Ms. Mello asked that those who noticed anything that did not "look right" in the park to bring it to the at-
tention of the CPC. She noted that ODOT and the contractor were trying to do a good job, and that it was
a huge project.
Ms. Ferschweiler suggested that the CPC ask that ODOT and the contractor complete restoration work in
the area once construction was finished.
Ms. Mello said that Eugene Parks and Open Space was also monitoring the situation.
d. Outreach
Ms. Behm noted that the Outreach subcommittee had "morphed" into the committee working on the
ODOT bridge project. She had a vision of the Outreach committee contacting those who had adopted the
park, by attending their meetings and explaining what the CPC was. She said that at the meeting related to
MINUTES— Citizen Planning Committee for the April 21, 2011 Page 9
Whilamut Natural Area -
