Mr. Richardson did not think it was counter to the park plan, and it was a temporary use. It had been Neil <br />Bjorklund's decision, and Mr. Richardson agreed with it. If the CPC felt it should not have been done, <br />they should vote to send a letter to Mr. Bjorklund. <br />Mr. McIntire said the activities seemed pretty low- impact. <br />Mr. Richardson said that the City determined it was a scheduled, City recreation program and would have <br />minor impacts. The accommodation requested seemed to be reasonable and necessary. <br />Mr. Sonnichsen agreed the City needed to consult the CPC about such requests. <br />Bicycles on Pre's Trail <br />Ms. Mello asked about signs that said "Bikes should use paved paths." <br />Mr. Richardson said the signs had not worked to prevent bicyclists from using Pre's Trail. Biking was <br />causing erosion. <br />Ms. Mello said there were no rules that said bikes could not use Pre's Trail. <br />Mr. Richardson agreed but said it was possible that it could become a rule. The existing signage just re- <br />quests that bicycles please use the paved paths. Bikes were never a consideration for Pre's Trail since its <br />conception, so no rules existed against them. The trail was now a firmer surface than it had been in the <br />past, which may be why more bicyclists are using it. <br />Disc Gol Course <br />Mr. Sonnichsen asked for a disc golf update. <br />Mr. Richardson said staff had met on site (at the nine holes near Pre's Trail) with representatives from the <br />Oregon Track Club and disc golf people. The group had tried out a few holes. A tournament had been <br />scheduled on the following weekend. Three all -day trials of the course had been scheduled and would be <br />advertised. Monitors would be present to observe the course's functionality. After these occurred, a deci- <br />sion would be made. It came down to whether the Oregon Track Club would withdraw its complaint about <br />the course. He encouraged all to play during the trials, and to share their comments with the City. <br />b. Willamalane <br />Park Maintenance <br />Mr. Hyde said Eric DeBord from Parks Services was present at the meeting. Parks Services staff, in part- <br />nership with AmeriCorps and Northwest Youth Corps, had done a lot of invasive species control (predo- <br />minantly ivy removal) in Eastgate Woodlands since the CPC had last met. Park visitors had been express- <br />ing appreciation for this work. Trail work on pedestrian paths was also occurring. Eugene Tree Founda- <br />tion (ETF) continued its efforts in the park. <br />Mr. DeBord said the ETF was making a lot of progress. An independent contractor was also doing a lot of <br />work. The mowing had been carefully timed to occur after most native wildflowers had gone to seed. <br />They have had good success in other areas with this method. Ivy did not do well if defoliation continued. <br />They're hoping to see a big reduction in the ivy. Willamalane did not want to apply a large amount of her- <br />bicide.
