Natural resource maintenance staff had mowed path and road mar- <br />gins and blackberry patches in the "A in early July. They would be putting a wooden fence at the top of <br />an embankment above the Autzen path. In May, a North Eugene High School biology class had weeded <br />and mulched trees and shrubs. A Rachel Carson class from South Eugene had also done some weeding <br />and mulching. An Eagle Scout project had also occurred in late May and had worked on planting areas <br />east of the concrete Walnut Street bridge over the canoe canal. Trout Unlimited had adopted the barren, <br />weedy area between the bench that overlooked the river and the cottonwoods. The LDS Church work par- <br />ty had happened on May 11. The replacement bench near the Walnut bridge, south of the canoe canal, <br />would be placed in mid - August once the City received the memorial a plaque. The City of Eugene was <br />very happy about the MOA with ODOT (mentioned earlier by Mr. Sonnichsen) to rebuild the section of <br />Pre's Trail ODOT was using as a storage area. He thanked the CPC for their involvement in this process. <br />Bylaws <br />Mr. Richardson mentioned CPC bylaws. He welcomed new CPC members. The bylaws were called "The <br />Bylaws of the East Alton Baker Park Citizen Planning Committee." He wondered if "Whilamut Natural <br />Area" should be added. The management plan was called the East Alton Baker Park plan, so he did not <br />think that phrase should be removed from the bylaws. He thought a name change to the management plan <br />would require Council action, but a name addition to the Bylaws could be done less formally. He asked <br />the CPC if they wished to add "Whilamut Natural Area" to the CPC bylaws. He did not believe it needed <br />to be a formal amendment. <br />Mr. McIntire thought he should do so. <br />Mr. Sonnichsen thought the wording was important. <br />Mr. Richardson asked a subcommittee to tell him what to do, and he would make the change requested and <br />send an updated digital copy of the bylaws to the CPC. <br />Park Use <br />Mr. Richardson noted that the Willamette River had been closed to boating from the Eastgate Woodlands <br />boat launch in the "A due to dangerous conditions beneath the I -5 work bridge. This had caused a prob- <br />lem with a middle school kayaking recreation program that was using the river. The recreation manager <br />had asked if they could use the old, informal boat ramp in the "A. This was the only program that <br />wanted to use the river where the rapids were, upstream of the existing WABP boat ramp. The program, <br />which consisted of 12 students, wanted to do it for five consecutive Thursdays in July- August. The re- <br />quest was time - sensitive, and Parks and Open Space approved it. He showed where this was occurring on <br />the "A map. The group had also requested that someone come speak to them about the "A. He <br />thought this was a good opportunity for the CPC. <br />Mr. Cooper asked why the CPC was notified of Parks and Open Space's decision after it had been made. <br />He did not understand why the City could not involve the CPC at the inception of decisions. He thought it <br />seemed simple. <br />Mr. Richardson said the intent had been to notify the CPC right away. However, he did not have enough <br />details until after the decision, which had been time - sensitive, had been made. The City felt that this issue <br />did not rise to the level of something that needed the CPC's approval.
