Ms. Mello, seconded by Mr. McIntire, moved to send a letter to City Manager Jon Ruiz, Mayor Piercy <br />and Councilor Zelenka as well as the rest of the City Council, stating that the CPC was not in favor of <br />doing any path work east of the boat launch for the reasons specified in the letter from which Mr. Son - <br />nichsen had read. The motion passed 10:0:1, with Ms. Moore abstaining. <br />Mr. McIntire thought it was great that Councilor Zelenka walked with CPC members and asked where the <br />Councilor from that part of the City had been. <br />Mr. Sonnichsen said that George Poling had not responded. The mayor had not responded until July 21 <br />because the mayor's secretary had been ill. <br />Eugene Bicycle and Pedestrian Master Plan <br />Mr. Shoemaker said that thus far the City had had 18 months of public involvement on the EBPMP. The <br />last final draft would be released and would be put through a public process, which would occur in the next <br />few weeks. No additional open houses were planned. He would send Mr. Richardson information on how <br />to be involved in this process. A public hearing would be held before the Lane County and Eugene Plan- <br />ning Commissions. The EBPMP contained policies that were important, which the City continued to work <br />on with citizen committees. The projects would be adopted in September. The study area included all of <br />Alton Baker Park. He encouraged CPC members to participate. <br />Ms. Mello noted other blocks on Map 7. Proposed Bicycle Network – South Hills, which designated other <br />study areas. She asked if study areas were at different points of the study or if the EBPMP would describe <br />what was being examined. <br />Mr. Shoemaker said the EBPMP did not describe projects in detail, nor did individual maps. There were <br />"all kinds of different bike projects," including making bike boulevards (such as Alder, 12` and 15` more <br />comfortable for people to ride. This plan had pedestrian and bike maps. The existing transportation plan <br />had no pedestrian projects. This plan had a lot of sidewalk infill. There was not an identified funding <br />source for sidewalk infill. Sometimes, the cost was shared with property owners, which could be contro- <br />versial. Comments could be provided online. <br />Ms. Mello wished to give comments online rather than downloading content. <br />Mr. Shoemaker said he would suggest this. <br />Mr. Sonnichsen said that the study area indicated on Map 7 cut the Eastgate Woodlands in half. He <br />thought it was awkward for the City of Eugene to study Springfield park areas. He noted that the CPC had <br />members from both Eugene and Springfield as well as many cyclists. The CPC expected to be participants <br />in the study related to Alton Baker Park. The lighting was one of the possible points of the study. He was <br />also interested to find a study box around the EWEB property. The CPC had taken a position opposing the <br />proposed EWEB/West Alton Baker Park Ped/Bike Bridge. He understood that this had been withdrawn <br />from the EBPMP. However, he would not be surprised to see it re- emerge. <br />Mr. Shoemaker said that the City of Eugene would involve the CPC in the process. He thought the South <br />Bank should also be examined. One of the options discussed at the Bicycle Pedestrian Committee had <br />been to have the commute route be on the South Bank. <br />Mr. Sonnichsen said he had had a discussion with Mr. Shoemaker about whether the South Bank viaduct <br />was included in the EBPMP. It was now included, which was good.
