Mr. Shoemaker said that he had heard that the City Manager would be looking at the alignment when he
made his decision. He did not know if the City Manager knew anything about Leisure Lane or the "T"
intersection.
Ms. Mello said that the CPC had showed Mr. Ruiz that when they had walked with him. She asked if he
was suggesting that the CPC contact the City Manager to tell him they wished the path's alignment would
remain the same.
Mr. Shoemaker said that the CPC could do this. He suggested they be as explicit as possible.
Mr. McIntire asked if concrete would be put over asphalt in sections.
Mr. Shoemaker said this was correct. This would be done in the entire project area except the area near the
DeFazio Bridge. This area would be concrete before it went in. The area further from the DeFazio Bridge
would be an overlay. If the alignment moved, it would be on top of the soil that was there. If it stayed the
same or close it would be an overlay.
Mr. McIntire asked if he meant it would be concrete the whole way.
Mr. Shoemaker said that it would.
Ms. Ferschweiler said that if the path was cleaned up now, a foot of widening would occur. She did not
see the point of adding two more feet, especially considering the City's current maintenance of the path.
Mr. Shoemaker said he was not knowledgeable about maintenance.
L Ms. Ferschweiler said this could be put in the letter.
Mr. Sonnichsen wished to discuss the letter, which the CPC could vote on to potentially send to Mayor
Piercy, Councilor Zelenka, and City Manager Jon Ruiz. These were the three members who represented
the City of Eugene on the MPC.
Ms. Ferschweiler asked that a statement asking the City to maintain the vegetation on the path so it did not
encroach over the edges should be added to the letter.
Ms. Sonnichsen said he believed the City was being "provocative" in its proposal. He was disappointed
that Parks and Open Space had not objected to it.
Ms. Behm asked if the CPC could stop the proposed plan.
Mr. Sonnichsen said the CPC had gone to Salem and no one from the City, other than the City Manager,
had listened to the CPC. What the CPC was hearing this evening was "more of the same."
Mr. Larison asked Mr. Shoemaker to clarify what he meant by "one foot."
Mr. Shoemaker said he had meant that in the area, the path was about one foot away from the top of the
bank of the Willamette River.
Ms. Mello said that the biggest controversy for the CPC, in her mind, was from the boat launch towards
the "A. Bumpy surfaces by the DeFazio Bridge needed to be repaired. She believed construction
should stop at the boat launch.
MINUTES — Citizen Planning Committee for the July 21, 2011 Page 7
Whilamut Natural Area
