Mr. Shoemaker said the CPC's input would be given to the City Manager, who would make a decision on
the design.
Ms. Behm asked if the CPC could speak directly with the City Manager.
Mr. Shoemaker said that they could.
Mr. Sonnichsen said that the CPC had talked to the City Manager. His understanding at the MPC meeting
was that the compromise was that there would still be some meanders in the path rather than straightening.
Now, Mr. Shoemaker was telling the CPC "exactly what John Bonham" had been saying, which seemed
like a step backward to him.
Mr. Shoemaker said he had been explaining the design that was currently in existence. If a decision would
be made about whether the path would meander or not, the City Manager would make it.
Mr. Sonnichsen said that the CPC's suggestion was that they be involved in that process in a more direct
fashion than this.
Mr. Shoemaker asked for suggestions.
Mr. Sonnichsen said he had read a letter with the CPC's desires in it.
Mr. Shoemaker asked for a copy of the letter.
Ms. Larison asked why changes were being made near the DeFazio Bridge.
Mr. Shoemaker said that the area had a "rough surface" and many bicycles had crashed there.
Ms. Larison asked if the assumption was that the initial interest was in a high -speed bicycle path.
Mr. Shoemaker said that this was not his perspective. He did not believe in high -speed bicycle facilities on
any bicycle path. His perspective as a bicycle rider was that the path was being widened to 12 feet so there
would be fewer conflicts. He had not heard any City employees refer to this path as a high -speed facility
or a desire to make it one.
Ms. Larison asked if using the term "commuter" just meant that the path was used to get from one place to
another.
Mr. Shoemaker said that the City called them shared use paths, which was a national standard.
Ms. Behm said that the CPC had been told it was a high -speed path by City of Eugene Transportation
Planning Manager Rob Inerfeld.
Ms. Mello asked if the path from 9 +00 to 26 +00 would remain as is, and only lights would be added.
Mr. Shoemaker said this was correct.
Ms. Mello said that it was her understanding from the MPC that it had been agreed upon that the path's
alignment would stay the same, but would be changed from asphalt to concrete. She asked if he had heard
this in his office.
E
MINUTES— Citizen Planning Committee for the July 21, 2011 Page 6
Whilamut Natural Area
