Mr. Taylor noted that the Whilamut grant was nearing its end date. He said $79,000 had been received from the <br />Oregon Department of Fish and Wildlife in 2002 and had used that money for riparian planning along the river <br />as well as a survey of the land fill cap. He said the city would be spending most of the remaining funds on <br />blackberry and Scotch broom removal. However, he added that there would be an infill planting in phases two <br />and three before the funding was exhausted. <br />Mr. Taylor noted that one of the talking stones had been moved near the foot bridge to Autzen Stadium and had <br />been replaced by staff. <br />Mr. Taylor reported that Emerald Valley BMX was planning a national event at its track near the natural area. <br />He said there would be camping and sanitation issues. He said night watchmen would be hired for the event. <br />He said staff would be looking into requirements for the event. He said he would make e-mail reports to the <br />committee as he garnered more information. <br />Mr. Sonnichson raised concern over a BMX event. He said there was no reason/right to allow camping in a <br />natural area where all other camping was prohibited. He suggested inviting a representative from the BMX <br />track to a CPC meeting. <br />In response to a question from Mr. Peara regarding the use of the Hammer Throw area of the park, Mr. Taylor <br />said he would look into the status and report back to the committee. <br />VI. SUBCOMMITTEE REPORTS <br />a. University of Oregon <br />Mr. Peara reported that the committee had been actively monitoring the football games and putting more of an <br />emphasis on cleaning up the area rather than documenting the trash left after games. He said the committee <br />would conduct more park monitoring events. He suggested checking to see if there had been updates to the <br />Intergovernmental agreements with the University of Oregon and whether City staff were making sure the <br />agreements were being implemented regarding parking during football games at Autzen Stadium. <br />Mr. Peara said the subcommittee was planning some more park monitoring events. He urged other members of <br />the CPC to participate and help circulate in the park during football games and <br />b. Wildlife Habitat <br />Mr. Fredette said the subcommittee was reviewing final park plans and would submit comments at a later date. <br />C. Outreach <br />Ms. Ullmann noted that Susan Reddoor's term of membership had ended. She urged a member to volunteer to <br />be chair for the Outreach Subcommittee. <br />Ms. Jones said the Outreach subcommittee was discussing a fund raising event to purchase more talking stones. <br />She added that there would also be a display of the talking stones in the Eugene Public Library in <br />November/December. <br />MINUTES — Whilamut Natural Area Citizen Planning Committee Meeting October 13, 2005 Page 4 <br />
