the Intergovernmental Agreement to see if Springfield/Willamalane members needed to be housed in the City of <br />Eugene membership structure. She commented that the current structure was feeling a bit `onerous,' as it <br />required Springfield members to be appointed by the Eugene City Council. She said the desired process was for <br />Springfield members to be appointed by the Willamalane Board of Directors. <br />In response to a question from Mr. Biggs regarding whether vacancies would be filled when they occurred, Mr. <br />Taylor said the process was that if a position was opened in mid term it would be filled but only for the <br />remainder of that term. He said other positions would be filled as they terminated. <br />Ms. Ullmann noted that there had been a member who would have wanted to reapply but had not received notice <br />that her term was over. She questioned if, in the future, notice could be sent to members whose terms were <br />coming to an end. Ms. Gershow said that this was supposed to be happening already. <br />Mr. Taylor suggested that notice should be provided to members one or two meetings before terms of <br />membership ended. <br />Mr. Peara arrived at 7:05. <br />Ms. Gershow left at 7:10 pm. <br />b. City of Eugene <br />Mr. Taylor distributed a document entitled " Restoration and Management Plan For the Landfill Cover and the <br />Adjacent Riparian Area in the Whilamut Natural Area ". He noted that a broad array of wildlife species in the <br />park had been identified in the document appendices. He added that maintenance workers were already mowing <br />according to the guides in the plan document. He said the document would change as science and technology <br />changed. He said the plan was already being put into action. He said he was the Natural Resources Supervisor <br />for the City of Eugene and would be happy to discuss natural resource related issues with the CPC. <br />In response to a question from Mr. Holloter regarding sending the draft of the report to the Kalapuya elders, Mr. <br />Taylor said there was not much cultural information in the plan but noted that there were food crop plants used <br />by Native Americans mentioned in the plan appendices. <br />Regarding other things happening in the park, Mr. Taylor said the Oregon Track Club had been resurfacing their <br />trails and had been stockpiling gravel on a tie road near North Walnut and would continue to do so until the end <br />of the project. He said the project would take some time as it was being done by volunteer work. <br />Regarding Pre's Trail maintenance, Mr. Taylor said the plan was a project list to be done section by section. He <br />said no trail realignments had been decided on at the current time. <br />Mr. Taylor said grass parking lot area had been re- graded and would be reseeded for use as a parking lot for the <br />Cuthbert Amphitheater.
