a. Willamalane
Ms. French reported that Mr. Ard and Mr. Ernst were reappointed to the CPC by the Willama-
lane Board of Directors. She welcomed them back and thanked them for their service and also
welcomed Ms. Larison, a new CPC member appointed by the board.
Ms. French provided an overview of restoration activities in the Eastgate Woodlands area of the
park, noting she had previously e- mailed a report on those activities to members. She confirmed,
in response to a question, that the thinned Douglas firs were left on the ground. She noted an
upcoming work party scheduled for January 20 that would plant snowberries in areas where
blackberries were cleared.
b. Eugene Parks and Open Space (POS)
Mr. Taylor highlighted the following:
• The interpretative panels were delivered to the consultant in late November; the consult-
ant discovered some errors and returned them to the fabricator. The new panels should
arrive in mid - February.
• Staff planned to issue a Request for Qualifications for reconstruction work on 2,000 feet
of Pre's Trail. Work would be completed in August 2007.
• The Sheriff's work crews and City crews have been kept busy cleaning illegal camp sites
along the river. The Natural Resources Crew was also assisting and was using the rdsto-
ration and management plan developed by Ms. French to guide it.
• The City was condensing its two nurseries into one location and things were looking
good. Irrigation was being installed. Staff was seeding out flats for the spring and mov-
ing plants from the nurseries into the field. A volunteer drop -in time at the nursery oc-
curred each Friday from 2 p.m. to 4 p.m., and CPC members were encouraged to visit.
• Ms. Baldwin had accepted a career development position in the City's Solid Waste and
Recycling Section and would be replaced on a temporary basis by Matt McCrae.
• A planting project for the Whilamut Natural Area would occur this spring, and the City
was planning to hire a temporary person to water and maintain those plantings.
Mr. Biggs asked if the fir trees were removed for the shade nursery. Mr. Taylor said that two
trees were removed and would be used for turtle habitat in other parks and one dead tree was left
in place but topped so it could serve as a habitat tree.
Ms. Blick asked if the blackberry removal was intended only to remove the homeless camps. Mr.
Taylor said yes. There was no planting planned at this time, although it was part of the
restoration plan for the area and the removal assisted in that restoration goal. He hoped to
convert them to a native shrub community but had no money for that purpose. Ms. French noted
that the area was envisioned as meadowlark habitat.
MINUTES — Citizen Planning Committee of the January 11, 2007 Page 5
Whilamut Natural Area
