activity in the park. Howie stated his opinion that it is time to get non- <br />conforming ancestral uses out of the park. <br />The IGA with UO concerning football parking expires in 2007. Carolyn <br />asked the CPC to look at this agreement. The CPC Government Relations <br />subcommittee will look at it. <br />Meeting Time Extension David moved that we extend the meeting time 15 <br />minutes; Charlotte seconded it. Passed. <br />8. Old Business <br />Proposal to open Eastgate Riverbank Path to Bicycles <br />Howie stated that he has walked his bike through the area twice <br />recently. Howie has had two commuications: <br />Bonnie Ullmann - former CPC chair - opposes any change <br />Elliot McIntire - recently resigned from CPC - opposes opening up <br />the path to bicycles <br />Howie asked Charlene if she has more information to share. Charlene <br />said she doesn't think there would be any harm in having the CPC look at it, <br />and that a subcommittee could study reopening the path to slow bicycle use <br />and other path issues. Charlene noted she has many things to say but says it <br />can be said in a subcommittee. Charlene said she measured other paths in <br />Springfield and Eugene that are a similar narrow width where bicycles are <br />permitted. <br />Howie noted that he does not want to appoint a subcommittee to deal <br />with other path issues at this time; that we need to address this one idea <br />separately. <br />David made a motion: <br />The CPC reaffirms its support of the existing policy — <br />developed in conjunction with the Willamalane Parks and <br />Recreation District — dedicating the Eastgate Riverside Path <br />to pedestrian and wheelchair use, thereby promoting safe <br />passage and appreciation of nature for all path users. <br />Sally seconded it. <br />Charlotte discussed her concerns with safety [learned from walking <br />often with a person riding a wheelchair] and her opinion that cyclists have <br />many other places by the river to ride. <br />Dennis has walked the path recently and described his experience of <br />being passed several times by rapidly traveling bikes on this path. <br />The vote was taken on the motion. For the CPC members present, 7 <br />voted yes, 2 voted no. In addition, Cora Jones sent a note stating her vote <br />against having the CPC look at opening the path to bikes. Charlene noted <br />that she believed that Jeff Ard had sent an email to Howie supporting re- <br />looking at the issue. Howie said he had not seen it. <br />
