ODOT bridge project including projects from the original East Alton Baker
Park Plan. Pat says she wants CPC input regarding potential projects the
CPC would like to see done.
Pat mentioned what she would like to see the CPC consider when
thinking about the recent CPC member proposal regarding the Eastgate
Riverside Path: (1) consider safety as highest goal, (2) provide for desired
recreational uses, (3) serve the greatest number of users, and (4) provide for
all segments of the population. Pat asked for a thumbs up /thumbs down
indication of support for the idea of allowing seniors to ride bikes on the
Riverside Trail at a slow pace. The CPC members declined to indicate their
preferences.
City of Eugene Lauri Mullen
Lauri reported on the WNA riparian restoration on the north bank of
the Willamette River. We are on Phase 5, with lots of activity. All of phase 5
plantings are getting mulched; the mulch is from Lane County. Phase 5
plants are watered weekly: phase 4 nlants are watered 2 -4 times in the
summer. Mowing is completed along the paths and in between the new
plantings. This was done to reduce the competition of grasses and
blackberries with planted trees and shrubs.
There are 3 applications of herbicides [Aquamaster] for false brome
which is growing all up and down the river core. Eradication is focused on
WNA and Delta Ponds.
There will be no prescribed WNA burn this year to decrease woody
vegetation. There are too many issues around air quality - adjacent homes
and I -5.
Barbara asked for a slide show on some of the invasive plants.
POS Maintenance staff plans to re -bark Pre's trail.
There are 5 Eugene CPC positions open or opening. Announcements to
recruit people will go out soon. Recruitment starts next week through
September 7. Recommendations need to be back by mid to late October for
the decisions to be made by the Eugene Mayor.
City of Eugene Carolyn Weiss
Carolyn is seeking input from the CPC on issues related to the UO.
POS got a call from the hammer throw coach who wants to mow the former
hammer throw area in the WNA and use it again. The staff declined as the
IGA expired in 2005. Carolyn's hunch is that they will want to use it during
the Olympic trials.
David said that the WNA is a Natural Area; the City of Eugene
removed hammer throw parking and vehicle access already. David prefers
that the area be allowed to revert to its natural state, and would like to see
the netting and throw circle removed. Vicky agreed. The CPC members
confirmed that the CPC is saying no to having any UO hammer throw
