conflict or differences between the provisions set forth below in this IGA and the TDM
Plan, the IGA provisions will control.
1.2 As used in this IGA, the terms " Autzen stadium complex" and "major stadium event" have
the meanings ascribed to them in Eugene Code section 9.015.
2. Definitions and Initial TDM Plan Requirements
The major elements of the TDM Plan must be completed by University, at University's cost,
before City will issue a post - construction occupancy permit for the Autzen Stadium expansion.
The major elements that must be completed by University include the following:
2.1 Automobile Parking Spaces University will provide for four thousand seven hundred
forty -nine (4,749) total parking spaces on or within one thousand (1,000) feet of the Autzen
stadium complex site. Parking spaces that are not on property owned by University must
be subject to agreements with the owners that are binding on, and irrevocable by, the
owners for a minimum period of twelve (12) months from July 1 to the following June 30,
and that are otherwise satisfactory to City. Prior to July 1 of each year, University will
present evidence of the required parking spaces (and of the required agreements with
owners for spaces that are not on property owned by University) for the ensuing twelve
(12) months.
2.2 Expansion of Park and Ride Lots University will provide commitments from Lane Transit
District or others to provide one thousand two hundred (1,200) parking spaces in park -and-
ride lots. The commitments must be binding and irrevocable for a reasonable period, and
otherwise must be in form and substance satisfactory to City. University will present
evidence of the required commitments prior to July 1 of each year, and at such other times
as requested by City.
2.3 Sidewalk Improvement on Centennial Boulevard University will design and construct a
City- approved sidewalk improvement project on Centennial Boulevard in accordance with
the TDM Plan and in compliance with City standards.
2.4 Temporary Bicycle Parking University will remove the "Duck Pen" currently used for
temporary bicycle parking by Autzen Stadium and undertake such site remediation as City
may require. University will relocate the temporary bicycle parking facilities in Alton
Baker Park as provided in the TDM Plan. City retains the right to require University to
relocate temporary bicycle parking facilities in the future, either within or outside of Alton
Baker Park, in order to implement the West Alton Baker Park Master Plan. University
will not establish bicycle parking within the boundaries of East Alton Baker Park.
2.5 Sign PI . University will prepare a City- approved plan for directional and informational
signs for motorists, pedestrians, bicyclists, park- and -ride users and others, as identified in
INTERGOVERNMENTAL AGREEMENT - 2
