the TDM Plan and as otherwise required by City in connection with the TDM Plan, and <br />install and maintain the signage in accordance with the plan. Temporary signs designed <br />specifically for event days are preferred over permanent signs. <br />2.6 Transit Station Improvements University will reconstruct the WISTEC parking lot to City <br />standards to withstand bus use and accommodate bus turning movements after review and <br />approval by City of the proposed construction documents. <br />2.7 Telephone Hotline The telephone hotline referred to in the TDM Plan must be installed <br />and operational. <br />2.8 Neighborhood Complaint Program University will notify property owners within the area <br />identified in the TDM Plan regarding complaint procedures. <br />2.9 Monitoring Plan lan Approval University will obtain City approval of the monitoring plans <br />described below in Section 3. <br />2.10 Number of Bicycle Parking Spaces University will eventually provide up to 1,145 parking <br />spaces for bicycles, consistent with demand and the TDM Plan. University will provide <br />700 spaces for the event year beginning in 2001. Should post -event day monitoring <br />indicate a shortage of bicycle parking, University will provide additional parking spaces <br />for the next event, subject to approval by City. <br />2.11 Charges for Bicycle Parking The maximum price charged for bicycle parking associated <br />with stadium events shall not exceed $1.00. <br />3. Monitoring <br />3.1 General Purpose and Scope of Monitoring The purpose of the monitoring efforts <br />described in the IGA is to provide information to enable City and University to determine <br />the impact of major uses of Autzen Stadium on Alton Baker Park and surrounding <br />neighborhoods, determine the effectiveness of the TDM Plan and the IGA, and to solve <br />identified problems. <br />3.2 Establishment of Monitoring Committee A Monitoring Committee consisting of staff <br />appointed by the City Manager and the University Vice President for Administration shall <br />meet after each major stadium event, unless they mutually agree otherwise to meet less <br />often. The purpose of the Monitoring Committee is to review the monitoring efforts <br />described in this IGA. The Monitoring Committee will, among other things, consider <br />information from the various monitoring efforts and will consider whether short-term <br />corrective actions to resolve problems that occurred after the previous event are warranted <br />and whether changes to the monitoring efforts are appropriate. <br />INTERGOVERNMENTAL AGREEMENT - 3 <br />
