11 <br />Recommendations from U of 0 Subcommittee <br />4/17/00 <br />Charles Biggs, Andy Peara, Dave Belyea, Catherine Larson, David Sonnichsen, <br />Charlotte Behm <br />GENERAL PHILOSOPHY <br />(from Dave Belyea) <br />I would like to reiterate my thoughts... that it is the opinion of the CPC that <br />the expansion of Autzen Stadium would have further adverse impacts on <br />both East and West Alton Baker Park, due to the fact that no additional on- <br />site parking will be made, available, and that the University of Oregon is <br />responsible ethically and financially to mitigate impacts on the Park. This <br />initial point needs to be made clear to both the University and the City of <br />Eugene. <br />f <br />We are urging the University to become a good citizen within the community <br />by not only addressing the direct impacts (e.g. trails, trash, vegetation) but <br />also to take this opportunity to assist the park and CPC in improving <br />facilities (within our plan) to mitigate for long -term impacts. <br />This could (and should) be a positive partnership that ultimately benefits <br />the University, Alton Baker Park and the community. Millions of dollars <br />will be spent and even larger amounts are at stake. We need to communicate <br />that our concerns are real, mainstream and need to be addressed. We should <br />not be against the expansion of the stadium, but rather against any <br />expansion further impacting the Park. <br />Why not ask now for impact mitigation to the park from the impact of the Autzen <br />football games? <br />Consider amortizing the cost of Autzen event impact over x number of years. <br />The park maintenance should be included in any figure. Fund for maintenance and <br />restoration <br />POSSIBLE IMPACTS NEED TO BE MITIGATED <br />Noise pollution <br />Air pollution from the buses being near the park (moved from Centennial Blvd) <br />Light trespass into the park- indiscriminate light into the park <br />Glare from the southern windows of the new edifice <br />Sidewalk breakdown <br />Real costs for parking (continued) <br />1 <br />
