following any future changes to designated parking areas or changes to leased parking <br />area agreements. <br />b. Vehicle Parking Fees. The plan should consider increasing vehicle parking fees to <br />discourage driving to Autzen Stadium. <br />c. Emergency Vehicle Parking and Access The plan should identify measures to <br />insure adequate emergency vehicle parking close to the stadium and prohibition of <br />vehicle parking along Leo Harris Parkway during major stadium events to insure that <br />emergency vehicles are able to quickly enter and leave the site. <br />d. Police and Public Works Vehicle Parking The plan should identify measures to <br />preserve adequate parking for police, transit, and public works personnel who are <br />necessary for major stadium event traffic and facility management. <br />e. 9n- Canwus Parking Management The plan should describe measures to be taken <br />to direct major stadium event patrons to parking in the existing campus parking lots <br />north of Franklin Boulevard. The description should include the number of parking <br />spaces available in those lots, assumptions about the increase in the number of <br />pedestrians crossing the Autzen footbridge, and measures proposed to reduce the impact <br />of increased pedestrian flows on areas of Alton Baker Park adjacent to the footpaths. <br />7. Bicycle Facilities <br />Issues: Bikes and pedestrians commonly use the same routes to reach and leave the <br />stadium. The mixing of bike and pedestrian traffic is unsafe and inefficient. Currently, <br />bicycle parking areas are located in some of the most congested areas of pedestrian <br />activity. Bicyclists are forced to enter heavy pedestrian streams to reach the bicycle <br />parking facilities. Pedestrian traffic is so heavy along some routes that bicyclists must <br />dismount and walk their bicycles into the site. The TDM plan and the site plan can <br />address this conflict by designating and signing separate bicycle and pedestrians routes, <br />and by relocating short term bicycle parking areas away from heavy pedestrian use <br />areas. <br />Fees charged for bicycle parking can also influence whether spectators choose to ride <br />their bikes to the stadium. The $3.00 charge assessed to current users of valet bike <br />parking in the Duck Pen may provide a subtle disincentive to potential users of that <br />transportation mode. <br />a. Bike /Pedestrian &j2aratian The plan should describe measures to separate bicycle <br />traffic from pedestrian traffic within Alton Baker Park and along Centennial Boulevard. <br />(see 5 b (2) above) <br />b. Bicycle Parking Location The plan should attempt to locate temporary, attended <br />bicycle parking lots in areas that allow interception of bicycles before they enter heavy <br />pedestrian streams. <br />
